As the CSE Technical Analyst based at the Washington Navy Yard, you will provide support to PMS 400D and SSGC with programmatic, engineering and technical support for the CSE ECP process, including scope analysis and negotiation support, provide CSE ECP tracking, verification and validation, and technical review of the change proposal that revises the contract value of CSE to the actual procurement cost.

In this role, you will:

  • Provide support for Serco Class Standard Equipment (CSE) Configuration Management at Supervisor of Shipbuilding Gulf Coast (SSGC), DDG 51 Class Program. 
  • Be responsible for performing technical analysis and reporting for use in government negotiation of CSE change costs, including estimating labor hours and material cost, performing pricing review of shipbuilder submitted pricing and ensuring adherence to Scope of Work of CSE Change Proposals.
  • Be responsible for various change management functions related to CSE such as technical reviews, estimating of materials/engineering/production labor, application of labor and pricing standards of various cost accounts and development of independent Government Estimates in support of cost negotiations.
  • Review, classify, examine, and analyze data and records of transactions.
  • Interface with DDG 51 Class shipbuilders, LYS and FYS. Track progress of Purchase Order placements by Shipbuilder and vendor delivery of all CSE and NCSE.
  • Identify Economic Order Quantity (EOQ) opportunities.
  • Provide support for CSE and NCSE supplier Design Reviews.
  • Provide input for AFB testimony. Provide information and documentation support to DDG 51 QER regarding CSE change metrics.
  • Route CSE ECPs to appropriate SSGC tech codes for review and comment.
  • Develop independent labor and material estimates for change proposals.
  • Maintain and update databases and spreadsheets and generates reports as required.  Maintain appropriate records and documentation.
  • Identify and resolve routine problems as well as prevent future problems. Ensure compliance with internal policies and procedures.
  • Be able to present professional image when working with mix of military, government civilians, and other contractors.

Qualifications

To be successful in this role, you will have:

 

  • Ability to obtain and maintain an Active or Current Secret clearance
  • US Citizenship
  • Bachelor's Degree
    • Additional relevant experience will be considered in lieu of Bachelor's Degree.
  • 5 years of experience 
  • Knowledge of Navy ship construction and engineering change processes
  • Familiar with Class Standard Equipment identification and management.
  • Ability to review engineering changes and develop impacts to ship configuration
  • Ability to work with minimal supervision.
  • Ability to work within a time sensitive environment.
  • Well-developed communication, presentation, and interpersonal skills.
  • Proficiency in Microsoft Office suite programs, MS Word, Excel, and PowerPoint.
  • Proficient in preparing, selecting, organizing, and presenting information concisely.
  • Excellent interpersonal and administrative skills to meet needs of the program office.
  • Ability to work on-site at the SSGC offices in Pascagoula MS.
  • Ability to travel up to 10% of the time
