Responsibilities & Qualifications
The Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) was established as a component of the National Institutes of Health (NIH) in 1962. The NICHD mission is to lead research and training to understand human development, improve reproductive health, enhance the lives of children and adolescents, and optimize abilities for all. Components of the NICHD have differing environments and needs. Operating environments include UNIX, Linux, Windows, and MAC. Similarly, software for system operation, management, and application support varies among divisions.
FUNCTIONAL RESPONSIBILITIES:
- Ensure that IT systems are properly maintained, efficient, and optimized. IT network appliances, storage area networks, servers and VMs, whether physical or cloud, Mac, Linux or Windows, are managed and monitored with the same methods and practices as all other infrastructure components.
- Device configurations are recorded every 24 hours and stored in a Network Configuration Manager interface for backup and recovery.
- Network infrastructure backups are further secured using scheduled and ad-hoc snapshots using tools such as Cohesity, facilitating rapid restoration and disaster recovery/continuity of operations.
- Documented SOPs and artifacts are regularly maintained and archived in central shared drives where they are easily accessible with appropriate permissions, and System Security Plans are reviewed and refreshed on a quarterly basis to facilitate security audits and annual assessments to maintain all systems’ Authority to Operate in keeping with FISMA and FIPS-199 requirements.
- Consults with the customer to ensure conformity to contractual obligations, establishes and maintains technical and financial reports to show progress of projects to management and customers, organizes and assigns responsibilities to
- subordinates, oversees the successful completion of all assigned tasks, and assumes the initiative and provides support to marketing personnel in identifying and acquiring potential business.
ADDITIONAL KNOWLEDGE AREAS PREFERRED:
- Hands-on Information Technology project management experience overseeing projects that follow a traditional waterfall life cycle and/or Agile life cycle approach.
- Prefer strong knowledge of Cloud technologies including IaaS, PaaS, and SaaS.
- Prior hands-on experience creating IT project schedules in Microsoft Project or Smartsheet.
- Demonstrated familiarity with technology product management best practices and concepts (evolving product is whatever solves user problems, outside-in solution approach, syncing function of product management, etc.).
- Intermediate to expert level of experience with Microsoft products: Word, PowerPoint, Excel, Project, and Visio.
- Strong oral (speak fluent English) and written skills and experience interacting with and presenting to senior leaders, contract officers etc. within an organization.
- Strong skills in the following key areas including strategic thinking, multi-tasking, negotiation, conflict management, time management, planning and executing to a defined schedule/budget.
- Prior Federal, State government IT project management experience.
- Prior experience in Government Capital Planning and Investment Control (CPIC).
- Prior experience working in a matrix environment.
MINIMUM REQUIREMENTS:
- Six (6) to Thirteen (13) years of experience performing complex functional activities of the infrastructure management and project delivery by providing management and technical direction to personnel supporting an overall program.
- Under limited supervision, be responsible for specific aspects of infrastructure performance, and manage and supervise personnel involved in all aspects of infrastructure support and project activities, organizes and assigns responsibilities to subordinates and oversees the successful completion of all assigned tasks.
- Eight (8) or more years’ experience supporting, planning, and building infrastructure supporting COOP & DR plans.
MINIMUM EDUCATION:
Bachelor’s Degree and Active/current PMP certification. Fourteen (14) years of applicable
