Department:

The Office of Research Protections and Compliance (ORPC) provides a centralized resource to ensure UMBC conducts research activities in a manner consistent with federal, state, and institutional regulatory requirements. ORPC collaborates with the UMBC community to follow the highest ethical standards governing research activities. The UMBC Research Compliance Program Areas include; Human Subjects Protections, Animal Care and Use, Institutional Biosafety Research, Export Control, Conflicts of Interest, Responsible Conduct of Research and supporting the Vice President for Research with Research Integrity.

Position Overview:

The Research Security and Integrity Manager will directly report to the Assistant Director of Research Security. This position will also work with ORPC leadership to conduct self-assessments and incorporate risk assessment measures to ensure the continued compliance of UMBC’s export control program. This position will also work on the NSF RISC award to develop a roadmap for universities to navigate through the complex research security landscape.

Responsibilities:

The Research Security and Integrity Manager position is a critical position that will also help university personnel to understand and comply with federal export control regulations, including the International Traffic in Arms Regulations (ITAR), the Export Administration Regulations (EAR), Commerce Control List (CCL) and the regulations administered by the Treasury Department’s Office of Foreign Assets Control (OFAC). These laws govern the transfer of controlled technology and information to foreign countries and to foreign nationals within the U.S. (“deemed exports”). The purpose of export control laws is to provide for the national security of the United States by promoting regional stability, preventing the proliferation of weapons of mass destruction, advancing U.S. foreign policy objectives abroad, and protecting U.S. economic interests at home. This position will provide training to UMBC faculty and staff on export control regulations and be expected to conduct ongoing liaison with various departments within UMBC and with other universities.

The Research Security and Integrity Manager will:

  • Provide guidance, direction and oversight to ensure adherence with federal export control regulations and policies and procedures related to Research and Creative Achievement (RCA) regulations.
  • Assist with research security and integrity matters such as Conflict of Interests, Responsible Conduct of Research, and ethics.
  • Assists in the determination, drafting and management of UMBC’s Technology Control Plans and disseminates information and develops policies, and procedures to facilitate compliance with export control regulations. 
  • Support the RISC grant funding research and attend major meetings and promote an environment of compliance within the UMBC community.
  • Coordinate with other UMBC entities on export controls.
Required Minimum Qualifications:
  • Bachelor's degree
  • A minimum of five (5) year's experience in an export control field, research administration or related area. 
  • Maintains active membership in relevant organizations (AUECO, NCURA, SRA, etc.)
Preferred Qualifications: 
  • Master's degree
  • Six years of experience in an export control field. 
  • Certifications as Export Compliance Professional (ECoP) and or Certified U.S. Export Compliance Officer (CUSECO) desired.
