We are seeking candidates for the position of Senior Manager IT Human Resources Systems (9139) in the Information Technology.

Salary Range: Min: $104,000.00 - Mid: $130,000.00 - Max: $156,000.00 

       

OVERALL DESCRIPTION

Administers, coordinates, and directs multiple project areas that require systems and/or programming or functional efforts.

SPECIFIC RESPONSIBILITIES

  1. Coordinates, assigns and monitors the task of Project Leaders assigned to specific projects.
  2. Directs, assists, coordinates system improvements and/or new system development being done by Project Leader and/or Staff Analysts.
  3. Develops overall project management plans depicting multiple projects showing manpower utilization required to meet specific tasks on time and within budget.
  4. Interfaces with respective department to develop overall goals and objectives as well as direction for current and future projects. 
  5. Develops plans and recommendations pertaining to user hardware, software, programming tools for Project Leader and Staff Analyst; and training requirements needed. 
  6. Works with various departmental personnel in order to ensure that proposed projects are viable and feasible.
  7. Enforces controls and procedures established by department to ensure accurate and timely completion of projects.
  8. Provides advice and recommendations using functional knowledge and technical experience.
  9. Assigns duties to IT staff for completion.
  10. Assists with required feasibility studies for projects and problem definition.
  11. Ensures the development, training and administration of personnel.
  12. Manages a staff development plan to address changing technology trends and knowledge base.
  13. Performs other duties as assigned/required. 

ADDL / DISCIPLINE RESPONSIBILITIES

Human Resources Systems

  1. Supports and maintains human resources applications, interfaces, and processes including but not limited to recruitment, compensation, timekeeping, payroll, and benefits management.
  2. Manages a team of subject matter experts in the execution of systems’ maintenance, support, troubleshooting, or enhancement.
  3. Leads collaborative efforts to improve systems and business processes including system analyses, implementations, and upgrades.
  4. Guides lines of business in the development of dashboards, custom reports, etc. in their respective software platforms.
  5. Takes ownership of all inbound and outbound interfaces involving human resources and payroll systems.

QUALIFICATIONS AND EXPERIENCE

  • B. S. Degree in Information Systems, Computer Science, Business Administration or related field and eight (8) years of demonstrated progressively responsible experience in computer programming, analysis or design which includes two (2) years of experience managing projects required.
  • An equivalent combination of experience and education (i.e., two (2) years of related experience, equating to one (1) year of formal post high school education) may be considered in lieu of the above requirements.
  • Demonstrated experience in developing and managing various technology projects required.
  • Excellent written, verbal and interpersonal skills required. 
  • Demonstrable knowledge of human resource information systems’ structures, functions, and processes and their interdependencies required.
  • Proven experience leading medium-sized projects or larger projects’ workstreams required.
  • Unmatched interpersonal and technical support skills required.
  • Strong problem-solving skills required.
  • SEPTA is going through a transformation from a mainframe to SAP SuccessFactors and Infor’s CloudSuite, multi-tenant products. Line of business applications SEPTA currently uses and that you will be learning and working with include:
    • SAP SuccessFactors Recruiting Management (RCM), Onboarding, and Employee Central (EC)
    • Infor’s Global Human Resources (GHR) and Workforce Management (WFM)
    • GEAC’s E-Series mainframe human resources and payroll software
