Responsibilities

Peraton is seeking an experienced and a highly organized Operations Research Analyst (Irregular Warfare) (ORA-IW) – Cryptocurrency, Alternative Finance & Dark Web Research Specialist.  Candidate serves as a specialist in support of Strategic operations and planning. Candidate will serve in the J3 ICTD (Interagency Coordination and Targeting Division) cell as part of a Combatant Command (CCMD) Targeting Cell. The candidate will be integrated into a DOD team focused on IW support through collaboration with USG partners.  The candidate will be a subject matter expert, able to utilize demonstrated Identities Intelligence (I2) expertise focused on targeting enemy State, Non-State, Transregional Organized Criminal, Insurgent and Terrorist network vulnerabilities, digital exploitation, and countering their financial conduits using crypto-currency identifiers, Signals Intelligence (SIGINT), Financial Intelligence (FININT), Human Intelligence (HUMINT) and Open-Source Intelligence (OSINT) to determine Pattern of Life (POL). The candidate will have demonstrated expert skills in performing research, and forensically tracking and monitoring enemy activity in the physical, financial, communications, open/deep/dark web, academic, and domestic and international-private industry domains.

 

Role/Responsibilities:

  • The position requires programmatic support to at the CCMD level to facilitate planning, target development, network analysis, and synchronization of comprehensive, multi-layered actions - sequenced to achieve maximum whole-of-government effects.
  • Based on the research and analysis of the data/information, the candidate will produce complete, cohesive, cogent operations support packages, baseball cards, information papers, network presentations, evidentiary packages, charge presentations, enemy process/vulnerability products, target packages, and pattern of life studies used to coordinate combined DoD and IA deliberate and dynamic actions supporting effects on priority targets.

Qualifications

  • Bachelor’s Degree and/or military service-based training and minimum 12-15+ years’ experience.
  • Expert knowledge of capabilities pertinent to the CCMD AOR and proven ability to develop and implement comprehensive network analysis products.
  • Experience in target development and approval process and applying a collection management strategy against designated targets.
  • Experience operating in a 4-star military headquarters or an Interagency Partner environment as a staff member with minimum guidance with background in the following:
    • Demonstrated experience in developing and supporting DOD strategic and operational Irregular Warfare objectives
    • Demonstrated experience in working collaboratively with USG Interagency partners
    • Demonstrated expertise in analyzing cryptocurrency with competence and proficiency in financial forensics, identities intelligence, including leveraging dark web research
    • Demonstrated expertise in military intelligence
    • Demonstrated expertise in working with private sector cryptocurrency professionals.
    • Demonstrated expertise in working with banking and finance sectors, including Bank Secrecy Act, Suspicious Activity Reporting and Currency Transaction Reporting 
    • Proficient in numerous value transfer methods to include wire transfers, Automated Clearing House (ACH) transactions, Bank Note, and money orders as well as various cryptocurrency value transfers across multiple blockchains
  • Good oral and written communications skills, including an expert ability to communicate effectively with intelligence collection requirements at the operational and nation intelligence levels.
  • Expert Microsoft Office Skills.
  • Must be a U.S. Citizen with a current US Passport
  • Current and Active DoD Top Secret clearance with SCI eligibility

 

DESIRED QUALIFICATIONS:

  • Master’s Degree and minimum 15 years of experience working in the military All Source Intelligence field. 
  • Graduate of a recognized Intelligence Collections Support Course at the Joint or Service Level and Information Operation planning experience
  • Experience working with distributed teams.
