Position Overview

 

This position is accountable for developing, disseminating, and maintaining policies and procedures, street and highway design criteria and standards, and specifications for use by local agencies in developing, constructing and maintaining federal, state and locally funded highway improvements. This position provides the Bureau of Local Roads and Streets (BLRS) with the analysis of proposed legislation that impacts the Illinois Department of Transportation (IDOT) responsibilities and local interest, analyzes and recommends technological advances for use by local agencies, and provides the BLRS and local perspective on the IDOT Specifications Committee. This position develops and interprets the Americans with Disabilities Act (ADA) engineering policies to ensure the Local Public Agency (LPA) programs and projects delivered are compliant with federal and state accessibility requirements.

Essential Functions

  • Formulates and disseminates policies, procedures, specifications, special provisions, and design criteria which are responsible to the needs of local governments and the department for all local agency programs assigned to the Bureau of Local Roads and Streets.
  • Develops and interprets Americans with Disabilities Act (ADA) engineering policies to ensure Local Public Agency (LPA) programs and projects delivered are compliant with federal and state accessibility requirements.
  • Provides guidance to LPA’s regarding the development of ADA self-evaluations and transition plans for LPAs and monitors their implementation.
  • Maintains effective liaison with local governmental agencies, the Federal Highway Administration (FHWA), departmental bureaus, district offices, and consult with engineers to obtain policy input, provide policy interpretations, resolve problems, and to evaluate the effectiveness of the unit's output.
  • Evaluates and initiates action reflecting technical research conclusions and changes in pertinent state, federal and national regulations for proper compliance and improvement of current procedures and practices.
  • Coordinates with the Technology Transfer Program Manager to ensure local governments receive adequate education, technology transfer, and information concerning worker safety, highway safety, workforce development, and infrastructure development in accordance with new policies and procedures.
