Job Description

As a valued leader on our team, you will play a key Enterprise-wide role in strategy development for and oversight of Fannie Mae’s Resolution Plan, supporting a diverse set of business units within the organization. Resolution planning is an important part of FHFA's on-going effort to develop a robust prudential regulatory framework for Fannie Mae and will be critical to FHFA supervision of the Enterprise after we exit conservatorship. Fannie Mae’s Resolution Plan, which you will help develop and maintain, would support FHFA’s efforts as receiver for Fannie Mae to, among other things, minimize disruption in the national housing finance markets by providing for the continued operation of Fannie Mae’s core business lines (CBLs) by a limited-life regulated entity (LLRE). In this role, you will coordinate and engage in cross-functional strategic execution, as well as engage project teams and stakeholders to advance this strategic regulatory initiative.
 

THE IMPACT YOU WILL MAKE

The Resolution Planning - Senior Manager role will offer you the flexibility to make each day your own, while working alongside people who care so that you can deliver on the following responsibilities:

  • Manage the implementation of strategic goals and vision for the Enterprise Resolution Planning team, supporting and/or owning key workstreams in the areas of resolution strategy, plan development, financial forecasting, operational continuity, third-party risk management, governance, management information systems (MIS), qualified financial contracts (QFCs), and capabilities transformation.
  • Interpret FHFA resolution planning requirements, including regulations, scorecard requirements, guidance, and ad-hoc requests.
  • Develop program execution strategy to address resolution planning requirements, including the biennial resolution plan submitted to FHFA and related regulatory commitments.
  • Coordinate delivery of resolution planning requirements, including workstream activities, plan development, strategic initiatives, and ad-hoc requests, working with stakeholders across the Enterprise and/or FHFA.
  • Participate in Resolution Plan strategy development and program execution, overseeing key elements of the Enterprise’s resolution planning efforts by utilizing strong project management skillsets.
  • Manage the process to identify internal and external resources to support strategic goals and new initiatives, as well as oversee the direct and matrix management of resources and stakeholders.
  • Research, identify, recommend, or implement process improvements to streamline and enhance resolution planning processes and methodologies that critically also enhance business value.
  • Brief senior management on resolution plan strategies and program execution, including supporting Board approval of biennial resolution plans.

Qualifications

THE EXPERIENCE YOU BRING TO THE TEAM

Minimum Required Experience

  • 6 years of relevant experience
  • Bachelor's degree or equivalent

Desired Experience

  • Advanced degree and / or CFA certification
  • Background in resolution planning, policy development / implementation, financial services, consulting, or financial institution supervision
  • Experience creating a program management plan and reporting on program performance to executive team and organization leaders
  • Prior experience in strategy, transformation, or operational resilience a plus

  • Skilled in governance and compliance including creating policies, evaluating compliance, conducting internal investigations, and developing data governance
  • Skilled in documentation and database reporting for the purposes of analysis, data discovery, and decision-making with the use of relev
