SUMMARY OF DUTIES

The Senior Auditor (Financial Audits) works as an integral part of a team or assists the Audit Manager in leading a multidisciplinary team of professionals responsible for monitoring Amtrak’s independent public accountant (IPA) as it audits Amtrak’s financial statements and compliance audits. Amtrak OIG’s goal for this monitoring work—and the primary focus of this position—is to ensure the IPA conducts effective audits that comply with Generally Accepted Government Auditing Standards (GAGAS.) Typical monitoring procedures include researching and analyzing accounting and auditing standards; analyzing internal controls and compliance with laws, regulations, policies, contracts and grants; and attending site visits, among other procedures. On occasion, the incumbent may also conduct independent, objective GAGAS compliant performance, or financial audits of Amtrak programs and operations. These audits include assessments of the economy, efficiency and effectiveness of Amtrak programs and operations; adequacy of internal controls; and compliance with laws, regulations, policies, contracts and/or grants. The incumbent serves as a fully functioning member of a team on audits of medium to high complexity. Amtrak OIG holds itself to the standards of independence, professional objectivity, and technical excellence.

ESSENTIAL FUNCTIONS

• Develops audit program for assigned area that addresses the audit objectives and provides a clear path for identifying non-compliance with GAGAS and developing convincing corrective actions.
• Develops procedures to understand Amtrak’s business and its internal controls, to assess the risk that its financial statements could be materially misstated.
• Conducts research and analyzes accounting and auditing standards.
• Function as a leader in the collection and analysis of data. Ensures that evidence collected is reliable, sufficient, relevant and properly documented in the project work papers; and complies with GAGAS and Amtrak OIG’s policies and procedures.
• Attends site visits, such as inventory count observations.
• Integrates the results of team members’ work and analyses into observations, conclusions, and corrective actions to be presented to OIG leadership and the IPA.
• Drafts products, such as meeting and analysis summaries, conclusion documents, briefings, reports, testimonies, and/or fact sheets; and ensures all products are clear, convincing, accurate and complete.
• Keeps Audit management informed of the progress of the project and any matters that may affect timely completion of engagements. Handles most issues independently, only elevating those that need the direct attention of management.
• Provides coaching, guidance and technical expertise to junior members, as appropriate, to promote their professional development.
• Serves as a subject matter expert to other internal audit teams on financial topics.
• Develops productive working relationships with internal and external parties, fosters teamwork, collaboration and coordination.
• Plans, or assists in planning new engagements by submitting annual audit plan suggestions that support the OIG strategic plan.

MINIMUM REQUIREMENTS: 

• Bachelor’s Degree in Business, Accounting, Finance, Economics or other relevant field, or equivalent combination of education, training, and work experience.
• Must have a minimum of 3 – 5 years of relevant experience that included conducting or monitoring financial audits/analyses of programs and operations.
• Must have good written and verbal communication skills.
