Summary:

State legislative activity around price controls and transparency reporting has gained momentum in recent years. The Associate Director position is responsible for evolving the state price transparency capability to meet the needs of increasing state price transparency laws and the growing Bristol Myers Squibb portfolio.  This includes identifying and implementing opportunities to drive optimization and automation, leverage appropriate resourcing and vendor support, and enhanced knowledge sharing and documentation.

Responsibilities:

  • Works across the entire BMS portfolio to ensure timely compliance with State Price Transparency laws.  This includes overseeing routine state reporting requirements as well as reporting requirements for launch assets.

  • Partners closely with Legal, Compliance, State Gov’t Affairs and State Policy to assess new law proposals, and provide feedback internally and externally on those proposals. 

  • Works with State Government Affairs representatives, Legal & Compliance, and external council to support interpretation and compliant implementation of state price transparency laws.

  • Works across the BMS matrix to incorporate price transparency approaches and solutions for field facing-roles and healthcare providers, which may include incorporation of price information into marketing materials.

  • Compile all state transparency laws by identifying requirements, reporting elements, triggers/thresholds & frequency of reporting. Evaluate list price strategy and triggering of transparency laws.

  • Prepares and submits required notifications to state regulatory authorities.

  • Gains leadership alignment and support for state price transparency solutions and initiatives.

  • Supports organizational education around state price transparency requirements and compliance.

  • Maintain audit trail for overall reporting process and respond to all state inquiries in timely manner.

  • Collaborate with the Digital Hub and Brands to ensure price transparency language is incorporated in all HCP promotional items and pricing websites.

  • Work with vendors to implement / execute existing laws with reporting and disclosure requirements.

Qualifications:

  • Candidate must have a BA/BS degree or equivalent. Advanced degree in Finance, Economics, Health Economics or a similar discipline is a plus.

  • A minimum of 5 years’ experience in the policy, government, government affairs, or related pharmaceutical/healthcare industry.

  • Understands unique challenges manufacturers are facing due to state price transparency initiatives.

  • Exceptional organizational skills and attention to detail.

  • Strong analytical skills and an ability to evaluate the impact of state price transparency laws.

  • Solid communication skills, the ability to work across boundaries in an internal matrix organization, and the capability to form strong, productive partnerships.

  • Strong aptitude for learning quickly and an ability to communicate technical concepts to a wide range of stakeholders.

  • Demonstrated ability to drive execution of key initiatives and meet all deadlines.

  • Strong project management skills, with an ability to manage multiple projects simultaneously.

  • Proven ability to prioritize and work effectively in a fast-paced, dynamic environment to meet state reporting deadlines.

  • Track record of highly ethical and compliant behavior.

  • Prior experience in Government Relations or state government affairs within the pharmaceutical industry.

  • Experience in compliance, finance or pricing would be helpful.
