Overview
Who We Are:
The Economic Services Division (ESD) is responsible for the administration of economic benefits to help Vermonters meet their basic needs. ESD is one of 6 divisions under the Department for Children and Families (DCF) which is one of the largest departments (1000 employees) within the largest agency (Agency of Human Services) in the state of Vermont.
ESD Leadership recognizes that the division's biggest resource is our staff and is committed to continuously looking at ways to strengthen and support our workforce.
This position is located in the Burlington district office which is known for teamwork, strong community partnerships and, office comradery.
The Role:
Plans, assigns, and reviews the work of eligibility and case management staff. Evaluates performance of staff and reapportions workload as necessary. Interprets policies, procedures, program regulations, and directives and provides technical assistance as necessary. Confers with other district and central office staff, as well as staff in other agencies regarding general problem areas or individual cases. Assesses staff training needs through performance monitoring and develops and administers district trainings for new and experienced staff. Performs monthly case reviews and tracks employee trends and performance to provide growth opportunities for employees. Trains and encourages staff in promoting client participation in programs to achieve self-sufficiency. May assist in training staff of contractual agencies. Addresses client complaints and addresses staff conflicts within the office. Participates in district implementation of the Reach Up programs and in supervision of case managers. Assists the district director in developing needed community resources and familiarizing staff with existing resources. May provide information or trainings on Department programs to community groups. Regularly provides and reviews a variety of statistical and quality control reports and other data. Participates as a member of the district management team. Acts on behalf of the district director in the latter's absence and makes decisions on issues such as General Assistance exceptions, vendor payments, housing assistance, and others. Performs special studies and surveys when required and participates in departmental task forces and committees. Performs related work as required.
