Job Summary and Description:

Working independently, manage all aspects of the Government Contracts department including supervision of the support of proposal activities for government funded agreement (“GFA”) opportunities, agreement negotiation and administration, and management of the government contracts staff.  Supervise the collaboration of the Government Contract Administrators and Coordinator with Sector Technical and Finance staff, Government Finance, and Legal on strategies to manage risk. Supervise, train, and manage Government Contract Administrators and provide guidance to team members.  Provide support to EPRI Senior Management and other EPRI internal organizations related to Government Contracts activities.  Ensure EPRI is properly registered in all appropriate government systems and that information, including representations and certifications, is up to date.  Responsible for ensuring the appropriate response to all government inquires, including enlisting appropriate input from Legal, Finance, and Senior Management as needed. Responsible for the development and updating of Government Contracts processes and procedures to help ensure compliance with government regulations.

Key Responsibilities

  • Manage the collaboration and support provided to Government Proposal Team including managing the submission of government proposals through government systems or by other required means.
  • Review and sign representation and certifications and other governmental required documentation within authority limits.
  • Oversee the interaction of Government Contracts Administrators with government personnel.
  • Manage the review and negotiation of GFAs and the successful finalization of acceptable contractual elements including, the terms and conditions, protection of intellectual property, budget, cost sharing, invoicing, property and equipment, SOW / SOPO and deliverables. Review agreement terms and conditions with staff as required.  Review complex or high dollar value agreement terms and conditions. May negotiate complex GFAs or act as an integral part of the negotiating team as required. 
  • May manage the contract lifecycle (“cradle to grave”) administration for complex GFAs with federal, state, or local government or pass-through entities
  • Oversee the collaboration of Government Contracts Administrators with Government Finance, Sector Technical Staff, Sector Controller / Financial Analyst, Audit, Legal Department and assist in the resolution of complex issues.
  • Ensure that proper approval of special contractual provisions is obtained.
  • Negotiate or oversee the negotiation of associated government agreements (e.g. licensing, site access, NDA) with the support of legal and technical staff.
  • Ensure that the execution of all agreements and amendments complies with the Signature Authority Policy or written delegation.
  • Manage the Funding Agreement Summary and Internal Kickoff Meeting processes.
  • Oversee process of the analyzing GFA terms and preparing the Flowdown Addendum for any Sourcing Contracts under the GFA to ensure proper Flowdown of requirements to subrecipients.
  • Manage required administrative actions for GFAs ensuring they are performed in a timely manner, including the timely completion of the closeout process.
  • Oversee negotiation and execution of government funded Sourcing Agreements (subcontracts) with wide range of subrecipients (including commercial entities, National Laboratories and universities).  Review complex or high dollar value agreement terms and conditions.  May negotiate complex government funded subcontracts (Sourcing Contracts).
  • Oversee the processing GFA and Sourcing contract within the ERP system.
  • Develop and update Government Contracts processes, procedures and policies to help ensure compliance with government regulations.
  • Provide information to EPRI Senior Management related to Government Contracts activities.
  • Respond to government inquiries working with input from Legal, Finance, and Senior Management as appropriate.
  • Stay abreast of changes in government contracting rules and regulations and incorporate changes to EPRI processes, procedures and policies as required to remain compliant with the rules and regulations.
  • Oversee Government Contracts support for the Single Audit and any required remedial actions.

Education and Experience

  • Minimum of a Bachelor’s degree in an appropriate business field or legal or equivalent work experience required, Master’s degree a plus
  • Ten or more years of relevant experience in government financial assistance agreement and contracts management and other directly related experience
  • Experience in contracting with a var
