Overview

The Manager - Transportation & Public Works performs highly advanced and complex management or oversight activities for daily operations of the Public Works Maintenance Crews. Coordinates, administers, and manages department, operations, personnel activities, and budget.

Essential Functions

1 Manages activities of staff and daily operations of the Public Works Street Maintenance and related activities; delegates authority and responsibility for assigned tasks to subordinates; identifies needed areas of change or development and institutes changes to improve operations; plans, implements, coordinates, monitors compliance, and evaluates policies and procedures; reviews and oversees work schedules of others all subordinate levels.

2 Works with Superintendent to establish short-, mid- and long-term goals and objectives; develops and approves schedules, priorities, and standards for achieving goals; performs evaluation activities, oversees the preparation of management and productivity reports and studies, and participates in special investigations, internal audits, and research studies.

3 Inspects, evaluates, and reviews work completed by crews and employees for quality and safety standards; provides training to new employees or crew leaders and ensures all permits are pulled and materials and equipment used professionally.

4 Analyzes, evaluates, and ensures production goals are met in a timely manner and works to increase productivity; oversees the preparation of and evaluates, implements, and administers the department budget; oversees the planning, development, and operation of special projects or facilities.

5 Assists and supports the hiring process for employees and maintenance workers; attends and participates in job fairs and interview panels for new workers; evaluates staff and enforces disciplinary measures for field employees.

6 Provides quality customer service by communicating effectively with customers and responding to issues or concerns timely and professionally.

7 Represents the program area at meetings, hearings, trials, conferences, and seminars or on boards, panels, and committees; testifies at hearings, trials, and legislative meetings as appropriate.

8 Performs any and all other work as required or assigned.

Knowledge and Skills

1 Knowledge of equipment, tools, and methods used in various construction repairs.

2 Knowledge of environmental and safety standards and regulations.

3 Knowledge of carpentry, plumbing, mechanical, electrical, building, roofing, painting, masonry, glazing, floor coverings, sprinkler systems, machinery, equipment, HVAC equipment and refrigeration principles.

4 Knowledge of local, state, and federal laws and regulations relevant to the operational unit or functional program and the principles and practices of public administration and management.

5 Ability to manage unit/program activities through the supervision of subordinate supervisors

6 Ability to establish and obtain operating long-range goals and objectives for unit.

7 Ability to supervise and manage subordinate staff.

8 Ability to inspect work and monitor quality.

9 Ability to devise solutions to administrative problems and to plan, assign, delegate responsibility.

10 Knowledge of standard colors, configuration, and placement of lane markings and traffic signs

11 Ability to develop and evaluate administrative polices and procedures.

12 Ability to develop and implement budget, perform cost analysis, and expense tracking.

13 Communicating effectively verbally and in writing.

14 Establishing and maintaining strong relationships.
