POSITION DESCRIPTION:
Under the Streets Operations Section, the Paint Shop Manager is responsible for both the business systems and daily implementation of all Paint Shop traffic activities consisting of over 50 staff members. This manager assesses and allocates available resources and determines resource needs, delegates activities and responsibilities to Paint Shop supervisors, oversees the deployment of Paint Shop staff, and ensures that the Paint Shop is functioning effectively. This position develops policies and/or procedures affecting provision and delivery of traffic paint services and interacts with other Operations and Traffic Engineering managers and staff to solve problems. This position handles confidential and sensitive information and mediates conflicts that require interpretation and application of the unit’s, division’s, city departments’, and/or city’s policy.
EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES:
- Manages Paint shop operational activities; works with other operations managers and staff to evaluate and implement goals, responsibilities, policies and procedures of the functional area; oversees Paint Shop staffing, payroll time records, and ensures in accordance with union labor contracts; provides management advice to Paint Shop Supervisors.
- Supervises, monitors and evaluates the activities of Paint Shop supervisorial, technical and office support staff; establishes performance plans including specific, measurable, attainable, realistic, time-bound goals. Coaches or trains staff to improve performance; takes disciplinary action following progressive discipline processes in accordance with Agency policies and procedures; reviews annual employee evaluations by Painter Supervisors.
- Oversees and manages construction projects and maintenance work involving the Paint Shop and oversees related engineering backlog activities. Coordinates the delivery of Paint Shop services including preventive maintenance and the installation of new bike lanes citywide; develops performance measures based of the existing measurable extent of current traffic striping and annual preventive maintenance percentages; manages productivity to improve operations and services; and participates in the identification, analysis and resolution of problems, issues and conflicts pertaining to the provision of traffic paint services.
- Reviews, schedules, coordinates and oversees the delivery of painting services on work orders, construction projects, requests by citizens, divisions, and in conjunction with other city departments such as Department of Public Works; develops performance measures; manages productivity to improve operations and services; and participates in the identification, analysis and resolution of problems, related maintenance issues and conflicts pertaining to the provision of Agency services.
- Manages Paint Shop maintenance facilities and directs the allocation of the Paint Shop materials, supplies, equipment, vehicles, and labor to meet resources to meet preventive maintenance service delivery goals within budget; reviews and approves material and equipment purchases and labor charges; develops and utilizes tracking and management software including implementation of Enterprise Asset Management system to maximize operations management and planning efficiency; adjusts daily and long-term work plans and paint crew team structure to meet the needs of emerging engineering improvements or new bicycle, pedestrian improvement programs, or curb painting activities, while continuing to address major Agency priorities.
