General Notes

The Child Psychiatry Access Network (CPAN) and the Perinatal Psychiatry Access Network (PeriPAN) are an interdisciplinary clinical services program intended to offer primary care clinic providers and OBGYNs prompt access to on-call psychiatrists to provide expertise in assessment, treatment, and referrals for pediatric and/or perinatal patients identified as having a mental health challenge. The Provider Behavioral Health Consultant Manager will work under the supervision of the program’s Medical Director. The candidate should possess strong interpersonal skills with the ability to interact effectively with providers, ability to work independently with an attention to detail and effective oral and written communication skill, and an ability to establish and maintain positive relationships with external stakeholders.

This is a federally and state funded position sponsored by the Texas Child Mental Health Care Consortium (TCMHCC). TCMHCC was created by the 86th Texas Legislature to leverage the expertise and capacity of the health-related institutions of higher education to address urgent mental health challenges and improve the mental health care system in this state in relation to children, adolescents, and perinatal women.

This position has an end date of 8/31/2025, but may be renewable based upon availability of funding, work performance, and progress toward goals.

Purpose

The Provider Behavioral Health Consultant Manager will provide consultation services to providers, such as pediatricians, family medicine physicians, OB/GYN physicians, nurse practitioners, physician assistants, and/or midwives needing assistance with patient behavioral health concerns, psychiatric consultation, behavioral management plans, or resources with the goal of increasing access to mental health services for mothers, children, and adolescents. The Provider Behavioral Health Consultant Manager will work efficiently to help providers manage mental health concerns and facilitate referrals. The Provider Behavioral Health Consultant Manager will supervise the team of Provider Behavioral Health Consultants and provide guidance as needed.

Responsibilities

  • Supervises the management and evaluation of primary care provider requests in the areas of: assessment, diagnosis, behavioral management, and referral assistance according to program protocol. Supervises the communication of requests to program psychiatrists within prescribed timeline and provides psychoeducation, referral information, and resources upon request.

  • Collaborates with primary care clinicians, psychiatrists, and program coordinators to assist with coordination of consults and referrals for children, adolescents, and mothers with mental health needs.

  • Serves as the Provider Behavioral Health Consultant lead to provide mentorship, support, and consultation as needed. Provides guidance, direction, debriefing, clinical staffing, and support to staff. Participates in the development and implementation of projects and leads quality improvement initiatives. May help with coverage, staffing, and workflow optimization.

  • Follows standard criteria to track project progress and status to ensure they are in line with program objectives. Participates in any supervision, feedback, and quality assurance checks. Maintains records and performs data entry as required by protocol.

  • Conducts outreach to provide education to providers about CPAN and PeriPAN and enrolls providers in CPAN and PeriPAN programs to provide services to better assist their patients in need of mental health care.

  • Efficiently and accurately prepares updated resource guides and handouts related to the CPAN and PeriPAN programs.

  • Performs all other duties, as assigned.

Required Qualifications

LPC or LCSW license in Texas and at least three (3) years of professional work experience. Ability to work independently and in collaboration with others with an attention to detail and effective oral and written communication skill, and an ability to establish and maintain positive
