Job Description:

The Senior Manager Compliance Advisory role will be responsible for compliance advisory activities specific to applicable regulatory requirements impacting the respective business line or corporate function. This includes identification and advising on compliance risks and mitigants in the context of issues management and remediation; regulatory change management; business change management for products, services, and systems; policies and procedures; monitoring and testing reviews; process and control assessments; and third-party oversight and training. The Senior Manager will also advise on and facilitate compliance with established Compliance Management System (CMS) governance and programs. In addition to these core advisory functions, the Senior Manager will have periodic involvement in regulatory exams, including drafting and reviewing exam responses; will lead and participate on cross-team Compliance department projects; will coach other advisory team members; and provide reporting to management on CMS risks. In executing these functions, the Senior Manager is expected to collaborate closely with other colleagues within Compliance, Corporate Risk Management, the Legal Organization, other lines of business and corporate functions and risk officers. Develops and coaches’ teams to be able to identify, manage, and escalate risk, and effectively manage risk within the teams you oversee.

Responsibilities:

  • Manage a team that maintains and enhances compliance program components. Provide support, coaching, and counsel to the team. Manage the development of team members by authoring and assigning goals, conducting periodic coaching and feedback reviews, and administering annual performance evaluations. 

  • Researches and understands regulatory compliance requirements to evaluate whether business policies, procedures, training, systems, processes, and controls comply with consumer protection laws; and to articulate those risks to stakeholders. 

  • Engages with business and risk partners to develop compliant solutions to mitigate and remediate consumer compliance risks; escalates risks appropriately. 

  • Leads identification and assessment of CMS program risks and mitigants. 

  • Understands Compliance Management System (CMS) components and the requirements of established CMS programs and promotes a culture of compliance. 

  • Executes compliance advisory functions within CMS programs.

  • Creates and updates status reports of program initiatives, activities, and compliance risks to management and committees. 

  • Responsible for the strategic design, implementation, maintenance, and continuous improvement for the Corporate Functions (CF) Compliance Advisory program supporting Finance and Corporate Services (FCS) including operationalizing an engagement model between the two functions.

  • Provide guidance to FCS business, risk and technology partners on how to structure the CMS program elements to ensure the company is in compliance with laws and regulations, policies, procedures, to include controls and processes are adequately designed and operating effectively for Key Programs that include, but not limited to: Market Risk, Liquidity Risk, Credit Risk, Capital Planning, Regulation W, and other applicable FCS regulations as well as working with stakeholders to identify and manage changes in legal or regulatory obligations relating to these key programs.

  • Responsible for coordinating with the FCS Business Risk Internal Control partners (FCS BRIC), FCS Regulatory Reporting and the Legal Organization to ensure that a comprehensive inventory of applicable laws, regulations, and other compliance requirements impacting the FCS function is maintained within DFS’ Governance, Risk, and Control (GRC) system. 

  • Assess and provide 2LoD independent review of the company’s risk governance framework over Key Programs (Market Risk, Liquidity Risk and Credit Risk) including evaluating reporting processes, stress test scenarios, risk metrics, key risk indicators and provide recommendations to FCS BRIC and senior management for enhancements.
