About the role
We are seeking a Director of Capital Planning and Facilities Management for JHU’s Whiting School of Engineering (WSE), provides hands-on direction and strategic planning of the School’s capital planning efforts, facility projects and operations in buildings totaling approximately 500,000 square feet and a budget of approximately $380M. Position is responsible for the successful execution of numerous projects, including:
- Acting as the point of coordination between WSE and JHFRE on all minor renovations to our buildings, along with multiple classroom, laboratory and tenant fit out renovations located at the JHU Homewood and Mt. Washington campuses in Baltimore.
- Long term campus and capital planning which includes collaborating with various departments within the division to assess and capital and facilities needs.

Specific Duties & Responsibilities
Capital/Space Planning
- Strategically lead, manage, and facilitate WSE all capital planning efforts.
- Perform the role of prime WSE liaison to JHFRE for all projects, including planning studies through full construction buildout.
- Represent WSE faculty, researchers, and divisional leadership regarding space program, critical adjacencies, and specialized needs pertaining to all WSE projects.
- For projects involving design and construction, work with JHFRE to verify the entire project scope has been identified and budgeted before AE or Construction team is engaged.
- Initiate facility need requests, with approved funding, to JHFRE.
- Communicate and prioritize facility needs with JHFRE.
- Oversee and collaborate with senior design and construction staff during feasibility studies, planning, all design phases, construction and occupancy.
- Identify training needs for facilities and capital planning staff.
- Conduct in-depth research on facilities and space issues to provide senior leadership with information and recommendations.
- Provide support, leadership, guidance and supervision to facilities management and machine shop staff who will support the space needs and equipment for the Dean's Office as well as the academic departments and WSE’s various research centers and institutes.
- Perform building use evaluations and make recommendations for effective space usage.
- Maintain accurate WSE space management and user assignments; as needed, work with JHFRE to verify WSE space utilization mapping reflects the current state.
- Establish best practices for space planning and project management across the school.
Project Management
- Develop and plan all WSE facilities projects.
- Schedule and track project timelines, identify milestones and WSE priorities.
- Coordinate professional design and construction services procurement with JHFRE.
- Manage furniture and equipment layouts, interior finish schedules, and other aspects of short and long-term.
- Coordinate equipment procurement, infrastructure and installation.
- When needed, during construction represent WSE for review of submittals and change orders.
- Coordinate safety and risk management programs.
- Monitor projects through all phases, design construction, move-in, and closeout.
- Act as liaison between WSE end users and JHU JHFRE to interpret user needs and strategically integrate them into project plans.
- Represent end users throughout the project.
- Ensure all campus and departmental services are operational at occupancy.
- Address WSE facility issues as necessary.
- Facilitate outage coordination with key building contacts, shops, and project team.
- Provide exceptional customer service to end user(s) that include WSE faculty, staff, students and others while keeping project scope, budget, schedule under control.
- Assure project scope, budget, schedule are maintained throughout the entire planning, design, and delivery process.
- Represent WSE in value management exercises if required to align scope and budget.
Administrative Management
- Manage operational and capital budgets.
- Maintain efficient and effective operational fund usage.
- Support the professional development of WSE facilities and machine shop staff.
- Work with WSE Finance team on quarterly facilities expenditure reconciliation.

- Analyze data and generate project status and other reports as needed.
