Are you a detail-oriented Business Analyst with a passion for system modernization? Trissential is seeking an experienced Business Analyst to join our client’s team in Ramsey County. In this hybrid role, you’ll play a crucial part in implementing a new licensing, permitting, and inspections platform. Your Role & Responsibilities

• Collaborate with stakeholders to understand business drivers and expected outcomes
• Document current-state processes and define future-state workflows within system constraints
• Develop use cases, test scripts, and integration requirements with GIS, Enterprise Cash Receipting Management (ECRM), and Finance systems
• Track and facilitate remediation of defects across development, testing, and production environments
• Maintain a RAID (Risks, Action Items, Issues, Decisions) register to ensure project transparency
• Provide regular status reports and ensure alignment between business needs and system functionality

Skills & Experience You Should Possess

• 5+ years of experience as a Business Analyst in system replacement initiatives
• Strong background in process discovery, documentation, and future-state architecture
• Ability to work independently and build trust-based relationships with stakeholders
• Proficiency in Microsoft Office and collaboration tools
• Exceptional facilitation, negotiation, and problem-solving skills

Bonus Points If You Have

• Experience with Tyler Technologies license and permitting platform (formerly enerGOV)
• Business Analysis experience in state, county, or city government or the nonprofit sector
• Certifications such as CBAP, PMI-PBA, or equivalent
• Bilingual skills or experience working with diverse communities

Education & Certifications You Need

• Bachelor’s degree (BS or BA) OR Associate degree plus an additional 5 years of experience
