Principal Project Controls Specialist
Responsible for all project controls activities for moderate complexity projects, a portfolio of low complexity projects, or for a subset of high complexity projects or programs scope (i.e. work package). May be assigned multiple projects simultaneously.
Lead teams through all phases of a moderate project. Serve as a project controls subject matter expert and mentor junior members of the project controls team.
May be assigned overall project controls responsibility of a high complexity project in a deputy capacity (with direct guidance of a Program Controls Specialist/Program Manager –or higher).
Must have advanced skills in communication, cross-cultural awareness, and leadership.
Supporting Responsibilities:
- Cleary communicate required information in a timely manner.
Coordinate required tasks/deadlines. Escalate issues, early warning or potential opportunities to the appropriate levels of management with a sense of urgency. Proactively decision maker that works closely with the project manager and the project team/stakeholders.
- Project initiating and planning processes.
Initiate and plan all controls aspects of a project, which includes, but is not limited to project baselines and risk registers. Apply tools and techniques to plan work such that inefficiencies are reduced and overall project performance is optimized. Apply schedule, cost, and/or risk analytics to confirm validity of plan.
- Project executing, monitoring and controlling processes.
Lead schedule, cost, and/or risk activities. Interpret and transmit project/contract requirements to functional groups. Process subsequent changes following an integrated change control process. Prepare or oversee project cost expenditure forecasts and progress evaluations/projections (including Estimate at Completion updates and Earned Value Management) to support project performance and financial reporting requirements. Review and analyze project expenditures and schedule performance for compliance with project baselines and scope.
Promote teamwork and effective communication, which includes maintenance and dissemination of project metrics to ensure team, customer, and all stakeholders are kept informed of project status. Develop or oversee project databases, systems and procedures to ensure efficient handling and transmission of project correspondence and documentation between project team members.
- Project closing process.
Properly close the project by archiving work in scheduling, financial, risk, and resource management systems/tools. Perform and communicate final project quality assessment. Identify and communicate opportunities for improvement, lessons learned, and risk avoidance for future work.
- Develop positive relationships with cross functional/product line team, customer, suppliers, Westinghouse in-country representation (for international projects), and other stakeholders to drive project to successful completion.
Serve as project controls point of contact for internal and external customers in support of the successful project execution through completion. Integrate project’s objectives and actions through participation with other project groups in matters of common concern.
- Seek opportunities and implement continuous improvements to enhance project performance.
Identify, assess, and implement value-added improvement opportunities which will improve overall project performance. Create and administer lessons learned throughout the project lifecycle.
Requirements:
Minimum Bachelor’s degree. Applicable disciplines are Project Management, Engineering, Business, Construction Management or related technical discipline.
Preferred Bachelor’s degree in Project Management, Engineering, Business, Accounting, Construction Management or related technical discipline.
Minimum 5 years of project controls experience or 3 years of project controls experience and 2 year of experience in a technical role in the nuclear or construction industry.
Preferred 6-10 years of project controls experience in a technical industry such as engineering, manufacturing, nuclear or construction.
