Who are we?

The Secretary of State, Bureau of Motor Vehicles is seeking candidates for a Sr. MV Detective for the Salvage Unit.  This is investigative and protective services work of a supervisory nature in overseeing and coordinating field investigations of motor vehicle law violations pertaining to automobile dealers, odometer fraud, vehicle cloning, identity theft, vehicle registrations and titles, auto theft, and auto salvage yards within the state of Maine. Work includes supervising and providing guidance to field investigators and leading/coordinating the investigations of technical, complex, specialized, and large-scale cases of suspected violations. Work assignments necessitate an irregular work schedule. Work is performed under limited supervision. Statewide travel is required.

A typical day involves:

  • Research, coordinate, and guide the investigation of large-scale and technically complex cases pertaining to the sale, purchase, removal transport and disposal of catalytic converters removed from motor vehicles and provides regular progress reports and updates to superiors to determine facts, recommend criminal and/or civil actions, and prepare cases for prosecution.
  • Conduct highly sensitive investigations including suspected theft by agency or other public employees, workers compensation claims, and complaints lodged against motor vehicle employees to provide management with facts upon which appropriate action can be taken.
  • Plan, coordinate, and direct the work activities of detectives to ensure proper application of laws, rules, regulations, and procedures and compliance with agency policies.
  • Advise and guide detectives on actions to be taken when confronted with situations beyond their expertise or authority to ensure compliance with proper procedures.
  • Guide, advise, and instruct subordinate detectives and acts as lead worker in cases requiring two or more detectives to ensure work is accomplished in a timely manner and complies with established procedures and standards.
  • Train subordinate detectives in tasks, principles, practices, policies, and procedures of investigations work to improve and maintain employee proficiency and ensure established performance standards are met.
  • Assist Director with planning, developing, and writing operational procedure policies to comply with legislative mandates and Maine Criminal Justice Academy training.
  • Review and evaluate the work performance of subordinate detectives with established standards to determine training needs, complete performance appraisals, and make recommendations for personnel actions.
  • Provide input in developing plans for special operations to assist the Director in establishing the goals and objectives of the office.
  • Testify in court to present investigation findings.
  • Develop and coordinate activities with state, local police, sheriffs, district attorneys, and other law enforcement agencies when executing legal and law enforcement related actions.
  • Determine dealer compliance with vehicle history disclosure laws and investigates and resolves related consumer complaints to ensure dealer compliance with applicable regulations and resolve consumer problems.
  • Develop, implement, and recommend new and revised procedures to respond to changes in operations, laws, and policies.
    Implement and comply with human resource laws, policies, procedures, and practices such as: AA/EEO, recruitment, employment, position classification, performance appraisals, training, discipline, contract administration, human resource components of security protocols of agency information security and confidentiality policies, and employee safety.
