We are looking for a hybrid Program Manager (PM) to act as the overall lead, manager and administrator for our contracted effort with PMA-290 (Maritime Patrol and Reconnaissance Aircraft program) at NAVAIR in Lexington Park, MD. The successful candidate will serve as the primary interface and point of contact with Government program authorities on program/project issues, oversee prime and sub-contractor execution of the contract requirements, and manage the acquisition and employment of program/project resources. In addition, the successful Program Manager will be expected to shape and manage customer expectations for all areas of performance, to routinely interact with our Government lead on-site, and to strong, strategic relationships with program stakeholders. The PM will be responsible for the following:
- Ensure labor categories are fully staffed and appropriately balanced IAW SOW and customer day-to-day needs.
- Respond to Requests for Quote (RFQ) to include Labor Category assignments, development of cost estimate and negotiations with sub-contractor.
- Develop and manages program burn plans.
- Present program status at company formal and informal Program Management Reviews.
- Participate in all phases of company contract re-compete activities and participate in corporate proposal efforts as required.
Requirements
Basic Qualifications:
- MA/MS Degree plus 10 years of experience. Experience will be accepted in lieu of a degree.
- At least 5 years of experience leading the performance of tasks on schedule, at cost and achieving all requirements as either project lead, integrated program team or cost account manager.
- Significant experience supporting U.S. Navy aviation community in a supervisory role developing spend plans, managing contracts and supporting NAVAIR Integrated Products Teams.
- Leadership experience in US Service-related military operations or defense acquisition program management related to weapons system acquisition, employment, and life cycle management.
- Knowledge in DoD Instruction (DoDI) 5000.2 (Operation of the Defense Acquisition System).
- Demonstrated knowledge of the principles, policies, and practices of system acquisition to plan, organize, and coordinate critical aspects of the development, production, and deployment of systems, subsystems, and equipment.
- Current/active US DoD Secret Clearance.
Preferred Qualifications:
- Master’s degree in Business Management or a technical field.
- Project Management Institute (PMI) Project Management Professional.
- Program Management Professional (PMP) certification.
- Federal Acquisition Certification for Program and Project Managers (FAC P/PM) Level 3.
- Defense Acquisition Workforce Improvement Act (DAWIA) Level III Program Management certification.
- Experience with Management in Navy Acquisition, NAVAIR, or a PMA.
- Experience with NAVAIR, NSWC, and Nav
