Current Department of Army Civilian Employees Applying on Time-Limited Assignments In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Note: Each grade has different qualifications, which must be met in order to be considered for that grade. You will be evaluated on the basis of your level of competency in the following areas: Administration and Management Communications and Media Knowledge Management Technical Competence Specialized Experience: For the GS-11 Level: One year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes: (1) Assisting with planning and implementing events and/or functions such as: official visits, conferences, awards, promotions, retirements and Change of Command ceremonies; (2) Providing recommendations to or assisting with protocol and/or administrative policies/procedures; and (3) Composing correspondence, fact sheets, memoranda for record, agendas, etc. relative to such events and/or functions. OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. (Note: You must attach a copy of your transcripts.) For the GS-12 Level: One year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes: (1) Overseeing the planning and execution of official or social events/functions for a large organization/Command; (2) Identifying potential program initiatives or special projects that could improve the use of protocol services and/or resources; (3) Communicating (verbally and written) with senior level leaders/staff within an organization and with external customers in order to provide information/guidance on protocol policy; and (4) Working knowledge and understanding of national and international rules, procedures and diplomatic customs, courtesies, and etiquette. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this grade level, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
