About the role

CDC Foundation Senior Advisors (SAs)serve as senior advisors to the CDC Foundation to support the capacity building of workforce staffing in coordination with the priority needs of local and state public health agencies. They provide strategic coordination and oversight for CDC Foundation workforce development initiatives within state, local, territorial, and tribal health departments, aiming to strengthen the public health workforce. SAs will identify systemic challenges and solutions at the local, state, and national levels through collaboration across regions, working closely with the CEO, COO, CDCF leadership team members, workforce services team, and advancement, as well as national partners such as ASTHO, NACCHO, BIG CITIES, APHL, CSTE, and other stakeholders (e.g., academia). SAs will liaise and facilitate convenings with workforce staffing and jurisdictional health systems leadership (such as health department leadership, federal points of contact, hospitals, academic institutions, health centers, and other key partners) in their assigned regions to:1. Support the effective integration of CDC Foundation workforce initiatives into health departments to enhance the overall public health systems' capacity.2. Address workforce development challenges in jurisdictions by building the capacity of workforce staffing to align their activities with public health systems' needs, with a particular focus on high-risk and disproportionately impacted populations.3. Facilitate the convening of partners across jurisdictional public health systems to identify opportunities to support capacity building across workforce development activities. This includes identifying needs for technical assistance, coordination, new partnerships, resources, and sharing of emerging practices.

Job Duties

  • SAs will identify needs/gaps within their regions' jurisdictions and collaborate with the CEO, COO, Senior Advancement Officers (SAOs), workforce services team, and key partners to recommend solutions for workforce development. SAs will support workforce staffing capacity-building efforts by facilitating connections between CDCF Senior Advancement Officers (SAOs), Workforce Services leadership and key partners in the public health system in the jurisdictions.
  • SAs will provide leadership support in the hiring and onboarding process. Initial areas of focus for the SAs will include supporting the recruitment, hiring, training, and integration of CDC Foundation staff dedicated to workforce development and the planning and implementation of their onboarding; listening for continued jurisdictional needs related to workforce strategies; sharing emerging challenges in workforce development within jurisdictions; and serving as a resource to address issues from their designated regions or that may have cross-jurisdictional application.
  • SAs will participate in site visits, when invited, and share feedback from deployments to the states on timely and emerging issues related to workforce capacity, models for staff training, recruitment strategies, and concerns about implementation. Learnings from various site visits will inform opportunities for capacity building within state health agencies (SHAs) and workforce staffing to address gaps and unmet needs as partners in their jurisdictional workforce development initiatives and to strengthen the response of state, local, and tribal jurisdictions.
  • SAs will coordinate and be in regular communication with other lead groups such as the HD/STLT LNOs and MITA (Mitigation and Implementation Technical Assistance) LNOs. SAs will participate in convenings of national public health organizations or other key partners to collaborate and stay abreast of emerging issues, promising practices, new tools, and resources that can support the capacity building of workforce staffing and jurisdictions.
  • SAs will share relevant guidance and best practices findings within their jurisdictions and facilitate technical assistance resource bridging when gaps are identified. This will be accomplished through routine meetings that the SAs participate in with jurisdictional health department teams, meetings with federal and other partners, and through technical assistance in collaboration with SAOs.
  • SAs will collaborate with each other, the CEO, COO, workforce services team, and advancement to identify emerging issues and solutions across regions to support workforce development. Additionally, SAs will facilitate convening workforce staffing, other key partners, and State, Local, Territorial, City, and Tribal public health leadership in their regions as a collective of strategic thinkers to help identify and address emerging challenges and propose solutions that engage workforce staffing and build their capacity to be ongoing partners in the public health system's workforce strategies.
