IT Technical Project Manager

Description

MSM Technology has an immediate need for an experienced IT Technical Project Manager to provide expert project management support for the Congressional Budget Office (CBO) Information Resources Management and Technical Services Unit (IRM&TS). The role is crucial to overseeing the design, management, and modernization of CBO’s IT infrastructure and cybersecurity capabilities. The IT Technical Project Manager will support strategic planning, project tracking, and development efforts while ensuring the smooth execution of multiple IT projects, from initiation to completion. This role demands strong expertise in IT and cybersecurity, with the ability to lead cross-functional teams, communicate clearly with stakeholders, and deliver results on time and within budget.

Key Responsibilities:

Project Planning and Management:

• Assist IRM&TS with strategic planning and the management of IT infrastructure projects, ensuring alignment with CBO's objectives.
• Develop and maintain project roadmaps and timelines for IT infrastructure upgrades and modernization projects.
• Oversee the entire project lifecycle, including initiation, planning, execution, monitoring, and closing phases.

Stakeholder Communication:

• Communicate progress, risks, and project updates to CBO leadership and other stakeholders regularly.
• Facilitate coordination between cross-functional teams, including technical staff, contractors, and management.
• Prepare and present detailed reports and documentation on project statuses, timelines, and resource allocation.

Technical Oversight:

• Provide expertise in IT and cybersecurity capabilities, ensuring that the project meets CBO's requirements.
• Conduct technical reviews and provide recommendations on infrastructure and system integration projects.
• Manage the integration of physical, virtual, and cloud-based solutions into CBO’s IT infrastructure.

Budget and Cost Management:

• Support project budgeting and cost analysis activities, ensuring efficient resource allocation.
• Track and report on project expenditures, comparing actual costs against forecasts.
• Ensure all projects stay within approved budgets and timelines, providing regular financial updates.

Policy Development:

• Assist in the development and review of IT policies and procedures, ensuring compliance with federal standards and best practices.
• Ensure all IT activities align with CBO’s internal policies and external regulations. 

Requirements

• Bachelor’s degree in information technology, Computer Science, or a related field is preferred.
• PMP (Project Management Professional) certification.
• 4 years of experience in managing complex IT projects, particularly in a federal or government environment.
• Demonstrated success in managing multiple, concurrent IT projects from start to finish.
• Assist with management and tracking of IT strategic plan, tasks and projects and roadmap development for IT infrastructure projects and upgrades.
• Ability to conduct technical reviews of IT tasks.
• Expertise in IT and cybersecurity, including cloud-based solutions, network infrastructure, and system integration.
• Strong verbal and written communication skills, with the ability to articulate technical concepts to non-technical stakeholders.
• Proficiency with project management tools and methodologies, including Agile and Waterfall.
• Ability to develop detailed project plans, including budget forecasts, schedules, and resource management.
• Knowledge of IT policies, procedures, and compliance with federal cybersecurity standards.
• Must be a full U.S. Citizen

Preferred Qualifications and Skills:

• CBO or government budget office experience
