The <b>Deputy</b> <b>Technical </b><b>Program Manager</b> will lead the CMM Data Modernization and Governance team in delivering an integrated data governance, engineering, data platform, reporting, analytics, and Artificial Intelligence (AI)/Machine Learning (ML) capabilities that support operational decision-making and fulfill AO's data and analytics objectives in support of the CMM program.</p><p>The successful candidate will be an experienced program leader with a long track record of successfully managing programs/projects with similar operations scope.  The Program Manager is responsible for supervising all personnel, managing senior-level customer relationships, and overseeing delivery driving process and quality improvement. The successful candidate will be a change agent, not content with the status quo.  Outstanding written and verbal communication skills are essential in this role.  The role requires the ability to successfully juggle priorities in a fast-paced environment with multiple concurrent work streams.  The successful candidate will thrive on the challenge and help the teams achieve a high degree of operational maturity. </p><p></p><p>The <b>Deputy</b> <b>Technical </b><b>Program Manager</b> will execute the following responsibilities:</p><ul><li><p>Act as the single point of contact to oversee contract execution and ensure alignment with strategic goals.</p></li><li><p>Provides contract coordination, performance accountability, and strategic stakeholder engagement.</p></li><li><p>Operates with full authority to act for the Contractor on all contract matters relating to daily operations.</p></li><li><p>Serve as the senior technical authority across all development, architecture, integration, and modernization activities. </p></li><li><p>Define the program’s technical strategy, architecture vision, engineering standards, and modernization roadmap. </p></li><li><p>Ensure technical alignment with enterprise, security, and compliance standards. </p></li><li><p>Manage internal and external communications strategy, reporting, and coordination.</p></li><li><p>Responsible for the overall performance of the call order such as formulating work standards, assigning Contractor schedules and resources, reviewing performance, cost, and budget information; supervising Contractor personnel; and communicating policies, purposes, and goals of the organization to subordinates.</p></li><li><p>Ensure desired results by determining and implementing objectives and allocating appropriate resources.</p></li><li><p>Manage the development, operations, and implementation tasks using Agile Project Management techniques.</p></li><li><p>Create and maintain a roadmap, aligning tasks with organizational strategy, vision, and business outcomes for the CMM effort.</p></li><li><p>Facilitate project meetings, document meeting summaries, capture key decisions, and track action items.</p></li><li><p>Develop and maintain an Integrated Master Schedule (IMS) to include milestones, dependencies, and other details.</p></li><li><p>Provide biweekly Agile reports such as sprint reports, backlog reporting, sprint burndown charts, sprint retrospective reports, risk registry, etc.</p></li><li><p>Develop and update the Risks, Assumptions, Issues and Dependencies (RAID) log, and other project management related artifacts.</p></li><li><p>Perform risk identification and mitigation. Identify and communicate technical, operational, and business risks; develop mitigation strategies.</p></li><li><p>Provide transparent reporting, with regular updates to stakeholders on progress, risks, financials, and outcomes.</p></li><li><p>Provide the COR and government leads with analysis and research, of alternatives, and solution and design options related to the Case Management Modernization effort upon request.</p></li></ul><p><b>QUALIFICATIONS:</b></
