Responsibilities

Noblis MSD’s mission is to support the Naval Sea Systems Command (NAVSEA) and Naval Surface Warfare Center (NSWCPD) in their missions to enable research, development, test and evaluation, acquisition, engineering, systems integration, in-service and fleet engineering with cybersecurity, comprehensive logistics, and life-cycle savings.  Noblis MSD is seeking to hire a Program/Project Manager.

 

Noblis MSD is seeking a Program/Project Manager with direct experience leading U.S. Navy hull, mechanical, and electrical (HM&E) projects. The qualified candidate shall:

  • Provide direct project management to Navy clients, to include facilitation of technical and programmatic requirements, schedules, and Systems Engineering Processes (SEP).
  • Coordinating with technical leads and In-Services Engineering Agents (ISEAs) to interpret technical statuses and updates while relaying this information to the Government Program Manager, NAVSEA sponsors, and other stakeholders as necessary.
  • Working with ISEAs and technical leads to identify technical deficiencies and assisting in determining the correct course of action.
  • Providing inputs for and/or developing and updating high-level POA&Ms and assisting with resource management, scheduling, and financial allocations.
  • Preparing for and actively participating in routine program reviews, including assisting the Government PM with briefing NAVSEA sponsors and other stakeholders as required.
  • This has the possibility of being hybrid position.

    Required Qualifications

    • B.S. Degree in any engineering field, computer science, information technology, mathematics or physics
    • Seven (7) years of experience in systems analysis
    • Seven (7) years of experience with integration and qualification testing of US Navy Hull, Mechanical and Electrical systems including translating user requirements into functional requirements that can be executed within a project scope and integrated master schedule
    • Working knowledge of the NAVSEA / Fleet organization, including technical understanding of U.S. Navy HM&E systems and ship classes is required. The candidate must be able to coordinate with technical leads and engineers to interpret technical data and relay this information to the Government client.
    • DoD Secret Clearance required, will consider clearable candidates.

    Desired Qualifications

    • Strong background in program/project management, including the ability to apply PMP/EVM principals to ensure effective program progression 
    • Strong understanding of HM&E systems / surface ship and carrier classes will be considered in conjuction with relevant program/project management experience
    • Project Management Professional (PMP) certification a plus
