POSITION OVERVIEW:
As a member of the Economic Mobility team, the Assistant Vice President will play a lead role in establishing and implementing an approach to ongoing program evaluation that includes learnings and practices as it relates to equitable economic development and economic mobility. The AVP will develop an agency-wide program evaluation process for NYCEDC’s portfolio of Economic Mobility programs that involves collecting data, analyzing results, and making decisions based on the evaluation findings. This evaluation process is critical to ensuring that programs are meeting their goals and objectives to maximize equity, community impact and resources. The AVP will be skilled in using quantitative and qualitative data and evidence to help understand and identify problems, track progress, and elevate success, including sharing insights with non-technical stakeholders. Additionally, the AVP should bring a creative approach to data analysis, including the ability to identify key challenges, solve problems, and suggest novel approaches to gathering, organizing, and presenting demographic, economic, and program metric data that tracks desired outcomes and demonstrates the community impact of EDC’s Economic Mobility portfolio.


ESSENTIAL DUTIES AND RESPONSIBILITIES:
Evaluation

  • Independently conduct basic statistical analyses with an equity lens to understand differential impacts on socially and economically disadvantaged individuals.
  • Develop comprehensive evaluation processes to increase the efficacy of EDC’s programs and initiatives to ensure that they are meeting intended goals.
  • Create toolkits for recommended data collection, documenting best practices, contract and procurement language and generating surveys for program evaluation.
  • Manage Economic Mobility goal setting and compliance across various programs.

Reporting

  • Assist in data requests from agency leadership, other departments, partner agencies, City Hall staff, and other external partners.
  • Assist in the development and analysis of metrics to measure program success and identify opportunities for improvement.
  • Develop quarterly, annual and adhoc reports as requested.

Program Data Operations

  • Serve as technical project lead in implementing a program evaluation, data monitoring, reporting, and tracking system as it relates to the Economic Mobility portfolio.
  • Proactive day-to-day management, data accuracy, monitoring and enforcement of the Economic Mobility portfolio which includes but is not limited to workforce development, diverse entrepreneurship, and Hire NYC / Community Hiring compliance.
  • Collect, clean, analyze, and report on all data related to assigned portfolio.

Stakeholder Engagement

  • Create and deliver presentations to senior staff, effectively communicating key project findings and recommendations to various audiences (e.g., NYCEDC leadership, City Hall staff, partner agencies, external stakeholders, etc.)
  • Represent the department in meetings with internal and external partners. Serve as the primary point of contact for the Hire NYC / Community Hiring programs – maintain strong communication with the employers to ensure they submit data requests in a timely manner and remain compliant with initial and ongoing hiring commitments.
  • Collaborate with the various departments to evaluate training and upskilling programs, as it relates to workforce development and diverse entrepreneurship.
  • Other duties as assigned.

QUALIFICATIONS:

  • 2 years of professional experience with direct experience overseeing, monitoring, and evaluating the success of a program or portfolio of programs.
  • A bachelor’s degree in urban studies, public policy, economics, statistics, or other related fields.
  • Demonstrated communication skills, organization, and attention to detail.
  • Proven ability to work with cross-functional teams, resolve conflicts of interests and develop productive and trustworthy working relationships with external and internal parties.
  • Experience building consensus with internal stakeholders.
  • Demonstrated project management skills.
  • Ability to prioritize among competing needs, opportunities, and projects; exercise latitude in determining objectives and approaches to assignments.
  • Critical thinking skills with an understanding of the principles of equity.
