The Collins Aerospace Air Combat Test & Training (ACTT) engineering department is responsible for the design, analysis, test and certification of Air Combat Training systems. We solve the challenges of next-generation pilot proficiency training so they can “Train as they Fight”. We field Test and Training range systems with state-of-the-art technology in cryptography, datalinks, navigation, communication, networking, and command and control. We specialize in highly accurate, highly secure solutions for U.S. DoD and international coalition customers. We are a system of systems development team that designs, integrates and supports some of the largest, most complex solutions offered by Collins Aerospace. 

This position is for an experienced Program Chief Engineer (PCE) who leads engineering design and development activities for an Air Combat Training program. The PCE has primary accountability for meeting technical requirements and scope for the program, including engineering costs and schedule commitments, and serves as the primary technical execution interface.  The PCE is the single engineering point of contact accountable for leading all engineering activities on the program.

What you will do:

  • Own the technical pursuit, design, development, testing, and delivery of a complex program. 

  • Collaborating across the integrated project team (engineering, program management, operations, finance, contracts, business development) to achieve program objectives. 

  • Leading and managing the engineering bid and planning process for a multi-disciplinary engineering team. 

  • Leading effective communication with internal and external customers, team members, and other stakeholders 

  • Leading the development battle rhythm and cadence through an Agile development environment 

  • Tracking, reporting, and analyzing project health metrics, including Earned Value, requirements, and test burndown. 

  • Developing strategic solution roadmaps for Air Combat Test & Training customers, aligning them to internal and external product development roadmaps 

  • Driving predictable program performance 

  • This leader should be highly motivated, have a passion for meeting commitments, and enjoy the flexibility to support a fast-paced, dynamic environment. 

Education and Experience:

  • Typically requires a degree in Science, Technology, Engineering or Mathematics (STEM) unless prohibited by local laws/regulations and minimum 10 years prior relevant experience or an Advanced Degree in a related field and minimum 7 years of experience or in absence of a degree, 14 years of relevant experience.

  • The ability to obtain and maintain a U.S. government issued security clearance is required.

  • U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.

Skills you must have:

Experience in the following areas of responsibility: 

  • Leading a team in defining requirements, developing system architecture and design, and performing integration and verification across multiple systems. 

  • Leading a development team in an Agile framework 

  • Bidding, planning, and managing project budget, schedule, and scope. 

  • Supporting business pursuits and developing technical approaches that satisfy customer most-important requirements within a defined cost-to-win. 

  • Proactive management of program risks and opportunities 

  • Creating collaborative team cultures that drive predictable program performance to consistently meet business and customer commitments. 

  • Communicating effectively to a host of stakeholders across the technical spectrum, including customers, program management and senior leadership. 

Skills we value:

  • Experience in air combat and/or training concept of operations 

  • Experience supporting Business Development and Program Management in the creation of business cases and product roadmaps. 

  • Experience in NSA certified developments 

  • Experience as engineering bid lead on large, complex pursuits
