Construction Project Manager - Facilities Services - UTK

This position manages multiple construction projects on the UT Knoxville (UTK), UT Institute of Agriculture (UTIA) and College of Veterinary Medicine (CVM) campuses interacting and coordinating with architects, engineers, contractors, and campus departmental personnel. This individual will meet with campus Department Heads, Assistant Deans, and Deans to review project scope of work, project construction plans, estimates, budgets, schedules and other factors impacting the execution and completion of the planned project. This position will prepare required contract work authorizations, review and approve estimate changes, additions to projects, schedule changes and schedule impacts and will track project construction progress against schedule and budget and provide summary reports at project status meetings. This position typically Manages 20-40 projects valued between $25,000 - $1,000,000 leveraging both internal workforce and contractors.

• Manages multiple construction projects on the UTK, UTIA and CVM campuses interacting and coordinating with architects, engineers, contractors, and campus departmental personnel. 
• Reviews project design and construction plans for field execution and maintainability and provides recommendations on design and construction project plans to improve such. 
• Prepares required contract work authorizations, reviews and approves estimate changes, additions to projects, schedule changes and schedule impacts. 
• Manages the project budget and expenditures to stay within budget allocations.
• Tracks project construction progress against schedule, expenditures and budget and provides summary reports at project status meetings.
• Coordinates skilled trade crew work and outside contractors up to the completion of assigned projects. 
• Authorizes payment for materials and services received on projects.
• Upon completion of the project inspects the work performed and determines acceptability of the work, ensure that the scope of the work is accomplished and assure that the customer is satisfied with the project completion and will then authorize and approve payment for services.
• Creates project status and expenditure reports for Department Heads, Assistant Deans and Deans on projects during construction and at closeout.
• Provides supervision and direction to correct areas where the contractor’s/subcontractor’s performance is not in accordance with project design and construction plans or where construction schedules are not being met.
• Determines resource requirements to include manpower, equipment and materials and allocates and manages resources to ensure that they are available when they are needed throughout the construction projects.
• Participates and advises on committees such as reviewing design bids with the Department of Capital Projects (DCP), review and advise of projects with the Classroom Committee and other groups as needed relating to projects and the University community.
• Ensures compliance with safety regulations and building codes.

Required Qualifications

• Education: High school diploma or GED
• Experience: 
  • A minimum of five (5) years’ supervisory or six (6) years in a senior/lead position
  • A minimum of 8 years’ experience in new construction, renovations or related fields. 
  • Technical background and work experience that provides a comprehensive understanding of construction maintenance work and construction industry best practices and leadership.
• Knowledge, Skills, Abilities:

  • Excellent organization, time-management, and problem-solving skills.
  • Knowledge of construction project management techniques and practices.
  • Knowledge of construction and project management software programs.
  • Ability to manage multiple complex construction projects with high level of customer focus.
  • Ability to manage budgets and schedules for construction projects.
  • Working knowledge of all four areas of Construction Services trades (Carpentry, Electrical, HVAC, and Plumbing).
  • Ability to read and interpret building system plans, details, schedules and specifications.
