Job Description
The DOHMH IT Division is seeking a highly analytical IT Product Specialist. In this role, you will apply rigorous research, data analysis, and evaluation methodologies to define, prioritize, and drive the development of IT products that directly enhance public health program operations. You will act as the bridge between technical development teams and program stakeholders, ensuring that our digital products are data-informed, user-centric, and strategically aligned with agency goals.
DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:
- Conduct continuous user research and statistical analysis to define the vision, strategy, and roadmap for major IT platforms.
- Use usage data and system metrics to identify pain points and optimize product performance.
- Systematically evaluate product outcomes by analyzing metrics and user feedback.
- Ensure that IT solutions meet agency KPIs and regulatory requirements through evidence-based assessment.
- Create and update comprehensive system topologies.
- Present complex technical architectures to the Architecture Review Board (ARB) using clear, research-backed documentation.
- Serve as the primary point of contact between technical developers and program teams.
- Translate complex research findings and technical requirements into actionable product backlogs.
- Collaborate with IT Security/OTI teams to conduct vulnerability research, manage Software Security Assurance Process (SSAP) protocols, and ensure compliance with HIPAA and other mandated standards.
- Rack and report on development progress, risk factors, and user adoption rates.
- Maintain detailed records of post-launch analyses to measure the long-term impact on agency efficiency.
PREFERRED SKILLS:
Experience with SQL, Python, or R for data analysis and visualization (e.g., Power BI, Tableau).
Solid understanding of the full Software Development Life Cycle (SDLC).
Proven ability to communicate technical concepts, research findings, and complex data sets to non-technical stakeholders and executive leadership.
Demonstrated ability to manage multiple high-stakes projects simultaneously while maintaining strict adherence to regulatory standards.
Proficiency in Microsoft Office Suite (Word, Excel, Outlook, Visio, Project) and familiarity with cloud-based applications
