The Resilient Navigation Solutions (RNS) Portfolio at Collins Mission Systems is seeking a dynamic Senior Manager, Contracts, to lead the Assured Positioning, Navigation, and Timing (APNT) Program Area. In this pivotal role, you will oversee key United States Government (USG) Department of Defense (DoD) contracts with the Army, playing a crucial part in driving the success of mission-critical programs. This is an exciting opportunity for an experienced contracts professional to leverage their expertise in Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) to shape business strategies, influence high-stakes decisions, and ensure the achievement of financial and program objectives.

As the Senior Manager, Contracts, you will be a trusted advisor and integral member of both the APNT Program team and the RNS Contracts leadership team. You will collaborate closely with Program Management leadership, the Office of General Counsel, and cross-functional peers to navigate complex contractual matters, from proposal reviews to risk mitigation. What YOU Will Do:

  • Communicate with internal and external customers to establish mutually beneficial relationships and frequently influence business decisions.
  • Implement strategies to improve acquisition timelines and customer pace of contractual actions.
  • Investigate and resolve contractual matters by applying critical thinking, gathering detailed information, seeking innovative contracting techniques, and proactively collaborating with relevant stakeholders.
  • Provide advice and guidance to mitigate risks and unauthorized changes to contract scope.
  • Review proposals to ensure proposed solutions meet customer requirements, represent a balanced risk/opportunity posture, and deliver a financially sound business case while meeting company policies and standards.
  • Develop pre-negotiation objectives and implement negotiation strategy reviews as part of the proposal development process.

Qualifications You Must Have:

  • Typically requires a University Degree and minimum 10 years prior relevant experience or an Advanced Degree in a related field and minimum 7 years of experience or in absence of a degree, 14 years of relevant experience
  • The ability to obtain and maintain a U.S. government issued security clearance is requiredĀ 
  • U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance
  • Advanced knowledge of the Federal Acquisition Regulation (FAR) and the Defense Federal Acquisition Regulation Supplement (DFARS)
  • Direct experience in the development of proposals, including sole source and competitive pursuits, as well as intensive fact-finding, negotiations, and certification of Cost or Pricing Data
  • Must have a minimum of 10 years of experience in USG DoD contracting
