About the role

Position Overview

The Director of Commissioning & Energy Control provides corporate leadership, strategic oversight, and technical governance over all commissioning, system readiness, and energy-control activities across Hays Electrical Services’ construction and service operations. This includes mission-critical data-center developments, large-scale electrical infrastructure, and commercial installations.
This position establishes and enforces the company’s Commissioning and Energy Control Framework, ensuring that all energization, turnover, and system-verification activities are planned, executed, and documented in full compliance with applicable standards, client requirements, and Hays corporate procedures.
Operating within the Operational Assurance Division, this role partners closely with the Directors of EHS and QA/QC to maintain seamless coordination between safety, quality, and readiness assurance. The Director of Commissioning & Energy Control serves as the company’s primary authority for commissioning governance, lockout/tagout program integrity, and electrical energy safety across all phases of work.

Key Responsibilities

  • Provide corporate leadership and direction to all commissioning and energy-control functions, ensuring consistency, compliance, and safety across every project.
  • Develop and maintain the Corporate Commissioning & Energy Control Program, including all procedures, standards, forms, and approval protocols governing system energization and turnover readiness.
  • Oversee the recruitment, selection, and qualifications of project-level Commissioning and Energy Control teams, including LOTO Managers/Coordinators, Switching Crews, and Commissioning Managers, ensuring each role meets corporate standards of competency and accountability.
  • Define and manage the organizational structure for commissioning and energy control staffing across projects, ensuring adequate coverage during high-risk and energization phases.
  • Provide direction and mentorship to assigned commissioning and energy-control personnel, establishing clear expectations for procedural rigor, documentation integrity, and communication discipline.
  • Ensure all energy-control and commissioning activities are performed in accordance with NFPA 70E, OSHA 1910.147/1926 Subpart K, and company & client-specific standards.
  • Serve as the senior escalation point for commissioning or energy-related issues requiring corporate review, client interface, or executive decision-making.
  • Lead company representation during high-risk commissioning activities, witness testing, and readiness reviews with general contractors, owners, and third-party commissioning agents.
  • Establish and maintain the Commissioning Readiness Framework, integrating safety, quality, and energy-control checkpoints into project schedules and work planning.
  • Develop standardized templates and procedures for Energization Plans, Switching Procedures, LOTO Permits, Commissioning Checklists, and Turnover Documentation.
  • Implement governance protocols for system energization, ensuring clear approval lines and verification steps prior to applying power.
  • Collaborate with the Director of EHS to align all electrical safety, lockout/tagout, and energized-work activities within the broader EHS Management System.
  • Coordinate with the Director of QA/QC to confirm installation verification, testing documentation, and inspection results meet commissioning-readiness standards.
  • Ensure alignment between Hays Electrical Services’ Commissioning & Energy Control standards and client-driven frameworks.
  • Maintain document control and record retention for all commissioning-related documentation and energization approvals.
  • Provide corporate oversight of all active commissioning and energy-control activities through structured audits, readiness reviews, and KPI monitoring.
  • Verify that all project teams adhere to the Corporate Commissioning & Energy Control Program and maintain traceable documentation for each energized system.
