GENERAL DESCRIPTION:
This position provides overall leadership, management, and strategic direction for the Lottery's Strategic Partnership team. The position is responsible for developing and managing strategic partnerships that promote the Florida Lottery's mission of enhancing education while ensuring the effective administration of approximately 100 partnership, sponsorship, and event-related contracts.
A primary responsibility of this position is overseeing the full lifecycle of partnership contracts, including negotiation, drafting, review, execution, compliance, deliverable tracking, contract performance, and payment authorization. The position ensures all contractual obligations are fulfilled by both the Lottery and its partners and that contracts are executed in accordance with applicable laws, rules, policies, and agency timelines.
This position represents the Lottery throughout the state by cultivating relationships with public, private, nonprofit, educational, and governmental organizations that enhance public awareness of the Lottery and its commitment to education. The position serves as the organization's liaison with a variety of stakeholders and requires exceptional relationship management, communication, presentation, and public speaking skills.
Working closely with the Director of Communications and Strategic Partnerships, the Chief of Staff, and the Office of the Secretary, this position develops partnership strategies that align with the Lottery's mission and strategic priorities while providing day-to-day leadership, supervision, and operational oversight of the Strategic Partnership team.
This position requires statewide travel to develop and maintain strategic partnerships and oversee Lottery participation in contracted events and engagements.
ESSENTIAL DUTIES:
- Demonstrates knowledge of and supports the Lottery's Responsible Gaming Program, including the No Underage Play and Play Within Your Means messaging.
- Provides overall leadership, supervision, and operational management of the Partnership and Engagement team, establishing priorities, assigning work, monitoring performance, and ensuring deadlines are met.
- Oversees the administration and management of approximately 100 partnership, sponsorship, and event-related contracts.
- Directs the development, negotiation, drafting, review, execution, amendment, renewal, and closeout of partnership contracts.
- Establishes and maintains processes to monitor contract performance, deliverables, timelines, reporting requirements, invoicing, and contract compliance.
- Serves as Contract Manager for assigned agreements, ensuring contractor performance complies with contract terms and that all deliverables have been satisfactorily completed prior to authorizing payment.
- Reviews and approves contract scopes of work, deliverables, budgets, performance measures, and payment schedules.
- Coordinate with the Procurement Office, General Counsel’s Office, Finance and Accounting Office, and program staff to ensure timely execution and administration of contracts.
- Directs the Lottery's participation in contracted special events, including negotiating partnership opportunities, reviewing proposals, approving agreements, and ensuring contractual obligations are fulfilled.
- Effectively plans, justifies, and manages the Partnership and Engagement budget.
