What will you do?Bixal seeks a dynamic Learning Lead candidate for the upcoming USAID Data Ecosystems for Development in Education (DECODE) Project, under USAID’s Bureau for Development, Democracy, and Innovation (DDI) Center for Education. This is an exciting opportunity to strengthen USAID’s education sector reporting and decision-making through improved access to, use, and integration of data and evidence at all levels (local/national, regional, global). The project will improve data quality and management, develop products to incorporate secondary evidence, and amplify learning from secondary data.The Learning Lead will work with the Center for Education, Regional Bureaus, Missions, Ministries and other local actors to amplify, normalize, integrate, and sustain the inclusion of regionally and locally- produced secondary data and evidence into global evidence sharing platforms. They will develop learning agendas across the Center for Education, oversee the development of knowledge products, and engage with relevant education networks globally.

Responsibilities:
- Lead the integration of regional and local evidence into global evidence sharing platforms, such as FCDO’s What Works Hub for Global Education and USAID’s EduLinks.
- Map entry points and barriers for local and regional stakeholders, to entry into the global evidence and sharing platforms.
- Map accessibility and use of evidence sharing platforms for the purpose of strategic investment.
- Support the development of learning agendas across the Center for Education while integrating locally, nationally and regionally produced evidence.
- Support and oversee development of knowledge products (including learning briefs, newsletters, case studies, research findings and other technical products) and creation of data-driven visualizations (e.g., infographics, story maps) for internal and external audiences.
- Strengthen existing networks of education systems by developing network supportive structures.
- Organize and facilitate webinars, workshops, conferences, or other learning events for sharing best practices and lessons learned as needed.
- Engage with existing networks such as those supported through LTLGP, YP2LE, and ILOA, to strengthen information exchange, coordination, and collaboration between evidence producers, translators, and users at different evidence ecosystem levels, with the goal of sustaining such engagement beyond the lifecycle of this activity.
Qualifications:
- Master’s Degree in relevant field (i.e., policy, education, public administration, economics, international development).
- Minimum 10 years of progressive professional experience in CLA, action learning and knowledge management, with demonstrated experience in the design and implementation of learning agendas on international development programs, preferably for USAID.
- At least 5 years of experience in learning, on international development programs focused on education.
- Demonstrated experience working on USAID-funded programs in the education sector.
- Demonstrated experience developing and implementing a wide range of knowledge management activities, including knowledge products, digital campaigns (e.g., e-newsletters, social media strategy, traditional media engagement, success stories) as well as written collateral and products.
- Demonstrated experience in both strategic planning and adaptive management, including the USAID principles of collaboration, learning, and adapting.
- Demonstrated experience creating and managing communities of practice with a focus on education.
- Experience with online and face-to-face approaches to knowledge management and learning.
- Intimately familiar with USAID and international development programming.
- Strong familiarity with the international education sector.
