The Nuclear Nonproliferation Division (NND) performs a wide range of scientific, technical, and programmatic activities in all facets of the global nuclear enterprise from nonproliferation project support and management to research and development (R&D) pertaining to nuclear materials processing, nuclear safeguards and security, security program management, and transportation security of radioactive materials. The Mission Implementation group within NND at the Oak Ridge National Laboratory (ORNL) seeks applications for a Nuclear Security Program Manager. We seek candidates capable of independently managing and directing nuclear security scope for domestic and international applications. Work assignments may involve a range of federal sponsors within the DOE, National Nuclear Security Administration (NNSA), Department of State (DOS), Department of Homeland Security (DHS), Defense Threat Reduction Agency (DTRA), and the Nuclear Regulatory Commission (NRC). Responsibilities also include developing, managing and implementing project work, assuring scope and expectations are successfully accomplished.

 

ORNL’s NND drives technical scope for federal sponsors related to reducing the risk of nuclear and radiological terrorism globally. ORNL implements its mission through the development of technologies and operational expertise that promote nuclear security objectives to protect the US and its national security interests. As a national laboratory, we provide solutions to domestic and international partners involved in nuclear and radiological material operations to protect assets from theft and sabotage. Work is completed with interactions and engagements with international organizations, government organizations, associations, industry, and academia. To successfully implement this scope, ORNL collaborates with other DOE laboratories and government agencies.

 

Major Duties/Responsibilities: 

• Conceive, develop and implement sponsor initiatives related to nuclear nonproliferation and nuclear security.
• Coordinate extensively with federal sponsors, international partners, laboratory colleagues and other subject matter experts.
• Work with staff and line managers to identify and address challenges to execution to ensure ORNL delivers impactful products.
• Develop and coordinate program work plans, budget estimates, and schedules with federal sponsors and other performers such as other national laboratories.
• Analyze data and information to assess the need for, progress, or outcome of project work.
• Remain current on all relevant federal and laboratory training requirements related to travel, safety, and security, and maintain a strong commitment to the safe implementation of project work.
• Maintain and update plans and analysis for each project to contribute to a larger program planning process.
• Develop subcontract statements of work and provide technical oversight to subcontracts aligned to assigned projects.
• Participate in NND and ORNL programs and initiatives of interest, as well as those required.
• Must be willing to travel domestically and internationally to implement ORNL’s mission. Plan and organize events and meetings with the international community.
