Primary Purpose
The Senior Construction Business Analyst is responsible for analyzing, improving, and streamlining high-volume processes within the Construction Division, and collaborating with staff to optimize and configure them to DASNY’s systems and applications. The Senior Construction Process Analyst is also responsible for overseeing administrative support to units within the Construction Division. Requires analytical expertise, independent judgment, and high-level decision-making.
Essential Functions
- Lead efforts to analyze, develop, and optimize business and technical process requirements for the Construction Division.
- Analyze large data sets to identify problems, trends, and areas requiring process enhancements.
- Create documentation, flowcharts, and workflows to clarify current and future processes.
- Serve as a liaison between the Construction Division and Information Services and translate business requirements into detailed specifications for system modifications, enhancement, and implementation.
- Review, research and understand data integrity issues and suggest or implement corrective action.
- Participate in identifying, selecting, and implementing new software and applications.
- Oversee and develop standard operating procedures and the execution of administrative processes, ad-hoc reporting, and related activities, as required.
- Monitor deliverables and ensure timely completion of projects.
- Conduct analyses of program staffing requirements related to key processes.
- Supervise, assign, and prioritize workload and allocate work among staff.
- Mentor direct reports regarding personal development and management of the administrative functions of DASNY’s construction programs.
Other Duties and Responsibilities
- Train and evaluate employees.
- Assist Management in the development of policies.
- Assess, develop and implement internal controls, and oversee the review and testing of same.
- Participate in internal audits, FOIL requests, or other analysis, as needed.
- Undertake special assignments as directed.
- Must maintain regular attendance in accordance with DASNY attendance and leave policies.
- Must adhere to the NYS Information Security Policy Standards established and issued by the Office of Cyber Security and Critical Infrastructure Coordination. (Standards can be found on the Intranet).
Supervision
Supervision of employees is required.
Physical/Mental/Visual Demands
Travel may be required, using public transportation, DASNY vehicle, rental vehicle or personal vehicle. This travel may include overnight stays at public accommodations and related establishments. Requires complex and time-pressured decision-making. Overtime or extended work hours may be required.
Work Environment
Standard office environment, including the use of one or more of the following: PC, printer, copier, electronic stapler/hole punch/date stamp, telephone, fax machine, shredder, scanner.
Minimum Qualifications
Bachelor’s degree plus five years relevant experience, including two years supervisory experience or the successful completion of a designated supervisor training during probationary period.
