The purpose of this position is to provide design and project management services to U.S. Coast Guard Civil Engineering Unit (CEU) Miami. Services include managing the day-to-day project management of construction projects to assist with overall acquisition objectives of the organization. CEU Miami provides a multitude of services in support of Coast Guard shore facilities and fixed aids to navigation within the geographical boundaries of the Seventh and Eighth Coast Guard Districts. The geographic area of responsibility ranges as far south as Puerto Rico and the U.S. Virgin Islands; up the east coast of the continental United States to and including South Carolina; the entire Western River Basin from North Dakota to the mouth of the Mississippi River, the Gulf Coast, and as far west as New Mexico.


The Construction Project Manager shall provide construction project management services to provide the necessary level of administrative, professional, and technical support required for construction project management to facilitate the overall objectives of CEU Miami. The primary work product will include overseeing the day-to-day project management of construction projects throughout geographical boundaries of the Seventh and Eighth Coast Guard Districts; ensuring construction projects are in accordance with plans and specifications; overseeing project schedule, construction progress, and period of performance/contract completion date; performing constructability reviews of project and contract documents; coordinating between fieldwork, affected organizations, and government; and working with local staff to explain and inform on construction activities.


Essential Duties and Responsibilities:


The primary responsibilities of the position will include but not limited to:

  • Provide construction project management services in support of work associated with projects on the Advanced Acquisition Plan and other inserted projects.
  • Ensure construction is in accordance with plans and specifications.
  • Review current work with the approved site plans, specifications, and permits to help ensure the construction project is compliant with local, state, and federal environmental requirements.
  • Make on-site visits and work with Superintendents/Contractor’s Project Managers of construction project(s) and provide written reports to the Coast Guard.
  • Monitor job-site safety and compliance.
  • Research and identify design and/or construction problems and provide recommendations to the Coast Guard construction project management team.
  • Process contractor Requests For Information and Design Clarification Requests.
  • Monitor the contractor’s project management for compliance with contract, and report observations to the Contracting Officer or designee.
  • Assist with development of contract modifications and associated documents to include but not limited to construction costs estimates, red line drawings, statement of work, and edits to the specifications.
  • Monitor and maintain a complete, updated file of approved submittals for the construction contract. Review construction contractor's submittal, check against the materials being installed, and monitor schedule of submittals.
  • Maintain field records such as correspondence, construction contractor daily reports, test results, solid waste disposal acceptance receipts, progress payments, modifications, etc.
  • Maintain a current set of contract plans and specifications with executed modifications posted.
  • Ensure the construction contractor is maintaining a current set of as-built drawings and updates the construction schedule.
  • Perform labor interviews when directed by the Contracting Officer.
  • Maintain good rapport, coordination, and communications with other agencies and organizations involved in the project. Coordinate utility interruptions and/or outages between the Coast Guard and the contractor.
