Job Duties
The Virginia Department of Education is recruiting for a Coordinator of State Operated Programs to support activities that forward the organization's mission, specifically described in the Department's strategic plan to address the needs of students with disabilities and other student services.
This person would be expected to oversee the instructional programming for and assessment of both general education and special education student within the state operated programs (SOP) - juvenile detention centers, hospital education programs, and clinics. This position oversees the development, review, revision, and implementation of each student's individualized education program (IEP) or Section 504 plan; as appropriate for students with disabilities. As well as, oversee the educational programming in local and regional jails.
The Coordinator of State Operated Programs would be responsible for the following duties:
- Provide leadership, guidance, and recommendations for appropriate staffing and funding levels necessary in all state operated program (SOP) facilities.
- Provide guidance and information to the Commission on Youth (COY) and the Joint Legislative Audit and Review Commission (JLARC) on any studies they have undertaken or will initiate related to SOP programming.
- Assume Division Director of Testing (DDOT) responsibilities to include responding to and investigating alerts and irregularities, assembling score teams for VAAP, and recording VAAP scores in Pearson.
- Work with VDOE federal program monitoring specialists to resolve any compliance findings, ensure program forms meet state and federal requirements, and assist with special education processes in the field by keeping procedural flow charts up to date.
- Coordinate and monitor the Standards of Learning (SOLs) assessments and World-class Instructional Design and Assessment (WIDA) testing in SOPs, train SOP field staff in proper administration provide technical assistance in testing procedures and parameters, locate, identify, and assemble scoring teams necessary for the VAAP.
- Provide guidance to the State Operated Programs field staff concerning compliance with state and federal IDEA regulations to assure FAPE during students residency in a state operated program
- Serve as liaison to the VDOE Office of Test Administration, Scoring, and Reporting, Pearson and WIDA, the VDOE Office of Special Education Program Improvement (SEPI), and other state agency personnel on matters related to SOPs, educational programs, and special projects.
Minimum Qualifications
- Considerable knowledge of federal and state regulations concerning students with disabilities, administration, and supervision of special education programs; state and local government policies, procedures, and organizational structures; and curriculum and effective instructional practices.
- Skills in technical/analytical writing, coordinating, leading teams, and presenting technical and complex information to various audiences with a focus on the populations and programs served by state operated programs.
- Demonstrated competence in the development of curriculum and educational programming and the ability to evaluate instructional practices.
- Comprehensive knowledge of K-12 curriculum delivery requirements, graduation requirements, credit recovery options, alternate routes to completion.
- Knowledge of legal principles and specific skill ability to analyze complicated issues and to develop responses that are consistent with federal and state laws and regulations governing general and special education.
- Working knowledge of supervisory matters in work situations and able to manage a diverse group of educational professionals to include experience leading, supervising, and evaluating employees, as well as, a demonstrated ability to deal with sensitive situations and information. and the ability to delegate and coordinate work with appropriate staff.
