Job Description

With its enterprise-wide focus on Consumer, Small Business, and Institutional Payments, U.S. Bank is seeking a visionary and results-driven executive to lead strategic capital prioritization and strategic initiative delivery across the Payments business. This role will report to senior leadership and serve as a key architect in ensuring that capital expenditures (CapEx) are aligned with enterprise growth objectives. The successful candidate will be responsible for collaborating cross-functionally to develop and execute a strategic roadmap that ensures investment decisions are data-driven, customer-centric, and aligned with long-term business value. They will also lead a strategic program management team which will provide governance structure and reporting frameworks to ensure that key capital priorities are delivered on time and on budget.

This leader will collaborate closely with the Strategic Investment Committee (SIC), Corporate Payments, Merchant Payments, and Treasury Payments teams to drive transformation and interconnected growth across client segments. They will also partner closely with PCS GMs, product teams, and technology to drive operational excellence in project delivery. The role requires a strong blend of strategic planning, financial acumen, technology awareness, and stakeholder engagement to deliver best-in-class investment governance and execution.

KEY RESPONSIBILITIES
Develop and Drive Strategy:
Lead the prioritization of CapEx initiatives across the Payments ecosystem, ensuring alignment with enterprise strategy and business unit goals. This role is a unique blend of strategy (leadership over PCS’ annual and ongoing portfolio investment) and execution (leadership over key initiative intake, review, performance tracking & and delivery). The output will be in-year delivery of key enterprise initiatives and a multi-year roadmap that integrates product innovation, client experience, and operational efficiency.

Drive Profitable Growth:
Oversee a cross-functional portfolio of capital projects, including digital payments platforms, merchant services, and treasury innovations. Track performance using AFE identifiers and ensure timely execution to maximize ROI.

Provide Leadership:
Serve as a strategic advisor to executive leadership, presenting investment cases, performance metrics, and strategic recommendations to the Managing Committee and Board. Partner with SIC to evaluate and approve funding requests exceeding $500,000.

Interconnected Growth:
Collaborate with leaders across Payments segments to identify synergies and drive interconnected growth. Champion transformation initiatives that integrate CapEx planning with broader business goals.

Develop Differentiated Customer Experiences:
Ensure investment decisions are customer-centric and support the delivery of innovative, high-impact solutions across the Payments landscape.

Manage Ethics and Compliance:
Ensure compliance with U.S. Bancorp policies and procedures, including Code of Ethics, AML, BSA, and governance standards. Operate within the bank’s risk appetite and communicate material risks effectively.

TALENT PROFILE / KEY SKILLS
The successful candidate will have demonstrated success in leading enterprise-wide transformation and investment prioritization. This leader will bring deep expertise in payments infrastructure, client segmentation, and product lifecycle management, along with strong financial and stakeholder management capabilities.

  • 15+ years of experience in Payments, Banking, or Financial Services, with direct exposure to capital planning and strategic investment
  • Proven track record of leading transformation initiatives and driving business value
  • Strong financial acumen with experience in budgeting, forecasting, and ROI analysis
  • Strong technical understanding and comfort working with complex technology initiatives
  • Strong program management skills and deep experience leading complex, highly matrixed projects
  • Exceptional leadership, communication, and stakeholder engagement skills
  • Bachelor's degree required; MBA or advanced degree preferred
