Job Description
Job Summary:
Plans and directs all MOSSI II program activities of the organization by performing the following duties personally or through subordinate managers. Develops, implements, and monitors appropriate goals, policies, practices and procedures, and all other duties as assigned. Relies on extensive experience and judgment to plan and accomplish goals. A wide degree of creativity and latitude is expected.
Detailed Description:
• Knowledge and understanding of industry developments, trends and experiences related to development and implementation of service products or service product components.
• Knowledge of methodologies, tools and techniques for designing, developing, and managing space operations execution of new and existing programs along with service support products.
• Knowledge of the methodology and associated phases, activities and deliverables for the design of operations products and the enhancement of existing services; ability to apply the methodology in diverse scenarios.
• Knowledge and associated ability to apply technical knowledge to design and implement ground systems and processes that safely realize a desired objective or invention.
• Knowledge of technologies and applications used in execution, implementation and in the optimization of software and system’s processes.
• Manage and direct the overall effort on all tasks to meet the safety, technical, cost, schedule and quality requirements of the contract.
• Serve as primary point of contact for interface with the Payload and Mission
Operations Division (PMOD), and the Contracting Officer's Technical Representative and Contracting Officer, for fulfillment of contract terms and conditions. This encompasses program management including project management, cost management and control, business management, personnel management, continual process improvement, and functional support.
• Develop necessary management systems to assure the timeliness and accuracy of technical, cost, and schedule information provided to government.
• Coordinates production activities with other functions such as material, marketing & sales, new product development, customer service, process engineering and inspection.
• Responsible for the employment, training, employee motivation, counseling, and discipline of employees assigned.
• Develops and establishes department standards and practices.
• Develops the engineering plan and establishes procedures for maintaining high standards of engineering operations to ensure that products conform to established customer and company quality standards.
• Achieves optimum employee levels with least amount of overhead and material costs to meet annual budgetary plan.
• Formulates and recommends policies and programs that guide the organization in maintaining and improving its competitive position and the profitability of the operation.
• Directs and monitors department managers to accomplish goals of the operations plan, consistent with established government procedures. Acts as liaison between department management/subordinate levels, as well as executive/department manager levels to inform personnel of communications, decisions, policies, and all matters that affect their performance, attitudes, and results.
• Hires, trains, develops, and evaluates staff. Take corrective action as necessary on a timely basis and in accordance with company policy. Ensures compliance with current federal, state, and local regulations. Consults with Human Resources Department as appropriate.
• Plans and formulates aspects of proposals such as objective or purpose of project, applications that can be utilized from findings, costs of project, and equipment and human resource requirements.
• Reviews and analyzes proposals submitted to determine if benefits derived and possible applications justify expenditures.
