Arlington Transit, housed within the Department of Environmental Services, seeks a Transit Service & Operations Analyst to support planning, analysis, and performance management of Arlington County’s transit services. The Transit Bureau oversees the planning, delivery, and operations of Arlington Transit’s fixed route bus service (ART), paratransit (STAR) and microtransit (MICRO), as well as coordination with regional transit partners. The selected candidate will collaborate with planners, operations staff, and external stakeholders to analyze service performance, develop data‑informed recommendations, and support initiatives that improve transit reliability, efficiency, and customer experience.
Specific duties include:
Developing training materials and programming to encourage and promote transit as a primary transportation mode for Transit Program Initiatives (Students Ride Free, Metro Lift and Senior Travel Training);
Supporting development and evaluation of bus, paratransit and microtransit service plans through service area observations and desk review, including temporary and long‑term service changes;
Monitoring and analyzing transit service performance, ridership trends, and operational data to support planning, scheduling, and service improvement initiatives;
Preparing data summaries, and reports to support internal decision‑making, public outreach, and stakeholder communications;
Assisting with implementation, monitoring, and reporting for transit initiatives, pilot programs, and strategic plan priorities, including County’s Transit Strategic Plan;
Collaborating with internal County staff, regional transit agencies, consultants, and service providers to support transit planning and operational activities;
Analyzing customer feedback, comments, and field observations to identify issues and recommend service improvements;
Maintaining and organizing transit service documentation, including route information, service plans, and supporting materials;
Serving as a project or task coordinator on assigned transit/transportation planning or operational projects; and
Performing other related duties as assigned to support Transit operations and departmental priorities.
The ideal candidate will possess the following:
Experience developing community programming, analyzing transportation or service delivery data;
Ability to collaborate across teams and communicate findings clearly to technical and non‑technical audiences; and/or
An interest in public transit operations, service planning, and data‑driven decision‑making is strongly preferred.
Minimum Qualifications:
- Bachelor’s degree in transportation, urban planning, logistics, public administration, business administration, or a related field; and
- Considerable experience supporting transit, transportation, or service analysis, planning, or operations.
Substitution(s): Additional qualifying experience can be substituted for the educational requirement. A Master's degree or higher may be substituted for some of the experience requirement.
Desirable Qualifications: Preference may be given to applicants that possess experience or licensure in one or more of the following:
- Transit service planning, operations analysis, or performance measurement;
- Preparing reports, maps, or presentations for planning or public engagement purposes;
- Analyzing and visualizing data using spreadsheets, databases, or GIS tools;
- Knowledge of regional transit systems or local government operations;
- Managing multiple priorities and coordinating across internal and external stakeholders; or
- A current valid Driver's License.
