Principal Analyst – CNAL N83 Infrastructure Requirements Support

Prevailance is seeking a senior-level Principal Analyst to support CNAL N83 infrastructure requirements planning across military construction (MILCON), facilities sustainment, restoration and modernization (FSRM), basing strategy, and environmental compliance. This role provides analytical and advisory support to ensure naval aviation and aircraft carrier infrastructure requirements are properly defined, prioritized, and programmed in alignment with the Master Aviation Plan (MAP) and PPBE process. The ideal candidate brings deep experience in naval aviation infrastructure, strategic basing, and enterprise-level planning with the ability to brief and advise senior and flag-level leadership. Travel may be required.
Responsibilities include, but not limited to:
- Collect, analyze, and prioritize CNAF MILCON and FSRM requirements to support the PPBE process, aircraft and carrier introductions, and sustainment of existing aviation and carrier facilities
- Brief government-approved MILCON and FSRM priorities to the Region Mission Integration Group (RMIG) and Shore Mission Integration Group (SMIG) and enter priorities into the iNFADS IPL module
- Analyze and provide recommendations for CNAP/L inputs to Unified Facilities Criteria (UFC) and Basic Facility Requirement (BFR) development and review processes
- Draft assessment documentation and participate in CNAP/L facilities assessments, evaluating facility conditions and recommending optimal resource programming to sustain, renovate, and modernize infrastructure
- Analyze operational requirements for basing new aircraft and nuclear-powered aircraft carriers (CVN); draft basing strategies and provide recommendations consistent with prior basing decisions, NEPA documentation, and policy
- Analyze MAP changes and provide recommendations to the OPNAV N52 Strategic Laydown and Dispersal (SLD) process during the Design Phase
- Participate in SLD Assessment Phase working groups and provide recommendations on shore installation requirements supporting MAP execution
- Maintain continuous tracking of shore installation issues affecting readiness of CNAP and CNAL subordinate commands
- Capture basing, infrastructure, and facilities issues identified during stakeholder engagements and transition reviews; assess risks and provide data-driven alternatives and mitigation recommendations
- Review naval aviation–related NEPA documentation and validate operational data inputs to NEPA and AICUZ studies generated by USFF Shore Readiness Directorate (N46)
- Provide logistical and planning support for the annual CNAF Infrastructure Enabling Navy Aviation Requirements Group (ENARG) conference, including message drafting, agenda development, briefing templates, and post-conference summaries
- Support the annual Council of Captains (CoC) meeting and the CNAF N8 Offsite, including coordination, clearance verification support, and dissemination of approved materials
Requirements
Qualifications:
- U.S. Citizenship required
- Extensive experience with MILCON, FSRM, and special project requirements determination and prioritization
- Demonstrated knowledge of NEPA requirements as they relate to naval aviation basing and facilities
- Experience with naval aviation aircraft and aircraft carrier introduction and transition processes, the CNAF MAP, CNIC Air Operations Program funding, DoN facilities evaluation criteria, and the PPBE process
- Minimum of 10 years of experience supporting studies, analyses, surveys, and reporting for organizational or enterprise-level initiatives
- Experience in systems design analysis, functional requirements analysis, and implementation or transition planning for government or commercial systems
- Proven experience preparing and delivering flag-level briefings on infrastructure, facilities, and equipment requirements
