The Oregon Health Authority (OHA) administers most of the state’s publicly supported health programs. Within the Agency Operations Division, the Office of Data Strategy & Operations (ODSO) implements Medicaid and Behavioral Health policies into key systems such as COMPASS and the Medicaid Management Information System (MMIS). ODSO includes the Compass and Business Systems Unit teams, which maintain and enhance OHA’s data and technology systems and support strategic investment in these areas. The Business Systems Unit coordinates and evaluates the systems that comprise the Medicaid Enterprise System (MES), including MMIS and Medicaid Modularity.
The position serves as a business systems analyst focused on the Provider subsystem and assists with Eligibility and Enrollment work within the MMIS, as needed. It works collaboratively with the Behavioral Health & Medicaid Policy Unit program analysts, as well as with programs across the Oregon Department of Human Services (ODHS) and the Oregon Health Authority (OHA). Collaboration with Shared Services, including the Office of Financial Services, Office of Payment Accuracy & Recovery (OPAR), and the Office of Information Services (OIS), is required to determine change requests and modifications to Medicaid systems.
This position supports MMIS work impacting enrollment status for Medicaid-covered Oregonians and Providers, focusing on Provider, Plan of Care, and Prior Authorization, while supporting multiple subsystems as needed. The employee ensures the Oregon MMIS complies with current program rules and policies relating to Medicaid providers and collaborates with the OHA Provider Enrollment, Provider Services, and Provider Clinical Support units, as well as ODHS enrollment and program teams. The incumbent will be cross-trained in other MMIS work areas.
This position will factor in the perspectives of diverse populations most harmed by social injustice and inequities including communities of color, immigrant groups, the disability and neurodivergent communities, veterans, older adults, individuals identifying as LGBTQIA+ and other communities that have been traditionally marginalized.
