Job Duties
NOVA VDOT is excited to announce an opening for an Assistant Engineering Program Manager-LAP to assist and guide localities on successful project development, management, and administration in accordance with VDOT and FHWA policies and codes. Manage program performance targets for on-time and on-budget delivery of locally administered projects. Develop and implement processes to support VDOT's policy for Locally Administered Projects. Oversee and train project team members on local assistance and project coordination practices and documentation. Develop and implement new LAP initiatives and necessary training for localities. Support LAP Manager as needed.
Responsibilities may include but not be limited to:
Project Development- Monitor and track the development and progress of local assistance projects using VDOT's scheduling, estimating, financial and related systems, ensuring schedule and budget metrics are met. Assist in developing financial strategies, monitor actual costs, determine variance, forecast overruns and make adjustments to ensure project needs are accomplished.
Engineering Management- Assist in the management and coordination of engineering activities ensuring locality project development is conducted from inception through completion in compliance with VDOT and FHWA policies and codes. Lead team and develop policies, procedures, and best practices in the management of locally administered projects. Provide technical guidance and recommendations as needed to localities and project team members.
Project Management and Communication- Manage communication and coordination between project team members, internal and external stakeholders, resolving conflicts as they arise. Advise key stakeholders on significant issues affecting project schedules, milestones, budget objectives or team performance and help strategize on possible solutions. Lead and coordinate project team meetings, project reviews, and meetings with the localities. Respond to project inquiries from public, legislature, government agencies, planning agencies, media, citizen groups, stakeholders and special interest groups.
Training and Development- Mentor and train VDOT project coordinators to ensure their success in the local assistance program. Identify and help develop appropriate training for localities for VDOT policies and programs.
Responsible Charge Engineer- Fulfill duties as responsible charge engineer in compliance with policies, procedures and the Code of Virginia.
Minimum Qualifications
• Experience applying supervisory principles.
• Degree in Civil Engineering or Transportation Engineering or related field.
• Experience applying principles, practices, procedures and technical aspects of locally administered projects and project development and delivery process.
• Valid Professional Engineer's license.
• Experience applying principles and practices of transportation project management and transportation project engineering.
• Knowledge of the principles, practices, procedures and technical aspects of preliminary engineering.
• Experience applying federal, state and local transportation rules, regulations and policies.
Additional Considerations
• Responsible experience in program management and supervision of professional and technical staff.
• Experience in the design, management, coordination and administration of multiple Local Assistance engineering projects including budget management, project schedule monitoring and quality assurance.
