<p><strong>NOTE: This is a relaunch of C002794</strong></p> <p><strong>Deadline Date: </strong>Tuesday 4 July 2023</p> <p><strong>Requirement: </strong>Senior Learning Designer C2FS</p> <p></p> <p><strong>Location: </strong>Oeiras, PT</p> <p></p> <p><strong>Full time on-site</strong>: Yes </p> <p><strong>Time On-Site: </strong>100% <a rel="nofollow noreferrer noopener"></a></p> <p><strong>NATO Grade:</strong> G17/85</p> <p><strong>Total Scope of the request</strong> (hours): 600</p> <p><strong>Required Start Date:</strong> 21 August 2023 </p> <p><strong>End Contract Date:</strong> 31 December 2023</p> <p><strong>Required Security Clearance:</strong> NATO SECRET</p> <p><strong>Duties and Role: </strong></p> <p>Under the direction of the Head of the Learning Design and Development Branch, the incumbent will perform duties such as the following:</p> <ul> <li>Act as a Subject Matter Expert in the Command and Control Functional Services (C2FS) domain, ideally with a background in Ballistic Missile Defence AirC2</li> <li>Work closely with NCI Academy Subject Matter Experts and the Senior Learning Advisor to articulate C2FS specific training needs and solutions for audiences in the NATO Command Structure, NATO Force Structure, NCIA, Nations and Partners</li> <li>Work closely with internal and external stakeholders to design learning solutions and coordinate the development all C2FS specific courseware in the appropriate training methods</li> <li>Work closely with the Learning Advisor to develop training related sections of Project Proposals and Capability Programme Plans (CPPs).</li> <li>Work closely together with the instructors and SMEs in order to draft, complete and support development of Course Control Documents, Academy required documentation and course accreditation.</li> <li>Design instructional methods such as interactive exercises, instructional videos, web-based courses, micro—learning etc. to support the most effective and efficient learning environment in conjunction with instructors;</li> <li>Coordinate the, develop, conduct course and maintenance of C2FS specific learning content, including but not limited to topics as:<ul> <li>User training on NATO Business software applications (C2 and Functional Services)</li> <li>Technical training on installation, configuration and maintenance of NATO C2 systems and Functional Services within the courses related to C2FS</li> <li>C2 fundamentals on all domains (Air, Land, Maritime, Common and BMD)</li> <li>Interoperability between C2FS systems</li> <li>Training solutions, both instructor-led and self-paced, for classroom, online, and blended delivery methods</li> </ul> </li> <li>Maintain relationships with all C2FS related stakeholders in the NATO enterprise to stay abreast with C2FS related developments</li> <li>Maintain, design and customise learning materials, resources and documentation to deliver agreed outcomes;</li> <li>Articulate requirements for the C2FS specific training systems and collaborate with the NCI Academy Technical Capability Support (TCS) Section to ensure the appropriate training infrastructure is in place</li> <li>Completed and contribute to course content for accuracy, completeness, alignment, and currency (e.g., course control documents, examinations, schedules of instruction, and course descriptions);</li> <li>Recommend revisions to curriculum and course content based on feedback from previous training sessions and/or new capabilities;</li> <li>Coordinate training changes with all stakeholders involved and specifically with NCIA Service Owners and C2FS User communities.</li> <li>Work closely with NCI Academy instructors and the Quality Assurance Group to assess student performance and review cohort performance;</li> <li>Support training delivery, if required.</li> <li>Deputize for higher grade staff, if required;</li> <li>Performs other duties as may be required.</li> </ul><p><strong>Requirements</strong></p><p><strong>Skill, Knowledge &amp; Experience</strong>:</p> <ul> <li>The candidate must have a currently active NATO SECRET security clearance</li> <li>A minimum requirement of a Bachelor's degree at a nationally recognised/certified University in a related discipline (preferably in computer science, engineering disciplines, statistics or similar numerate discipline ) and 3 years post-related experience. Or exceptionally, the lack of a university degree may be compensated by the demonstration of a candidate's particular abilities or experience that is/are of interest to NCI Agency </li> <li>At least 3 years of professional experience in delivering training to adult learners</li> <li>Experience with working in projects in the C2FS domain, particularly working to meet deadlines and delivering products within budget</li> <li>Experience with designing and developing learning solutions and courseware</li> <li>Experience within Air operations from an operational perspective with instructing experience as preferred.</li> <li>Experience with
