You Are:
We seek an experienced Subcontract Associate Manager to be responsible for independently performing the full suite of subcontract management and subcontract administration duties for technically and administratively complex contracts of all types. This role supports pre-award and post-award subcontracting activities, including but not limited to sourcing, negotiating, mobilization, and administration of subcontracts, typically assigned to specific Programs. Works closely with Programs and all supporting functions to achieve Program objectives while delivering subcontract activities compliant with approved purchasing policies and procedures. Contributes to the Subcontract Management organization by acting as a mentor, subject matter expert, or other broader contributions. This role does not have direct responsibility for staff.
The Work:
The Subcontract Associate Manager will have demonstrated experience and ability to successfully execute and deliver to meet business requirements.
- Collaboration and Communication: Ability to facilitate daily activities remotely or in an office environment, depending on assignment. Work with business programs, compliance, Legal, SBLO and others to execute and maintain subcontracts. Problem-solve while exercising ethical judgement. Form and maintain strong business relationships with critical first tier subcontractors. Work independently and in a team environment. May serve as Mentor to other Subcontract team members.
- Negotiations: Negotiate subcontract terms including challenging contract negotiations to achieve favorable outcomes for business and enterprise objectives, interfacing with leadership and/or Legal as appropriate. Identify risks, opportunities, potential impacts, and mitigation solutions. Support negotiation of NDAs and TAs.
- Daily Expectations: Daily project management and organizational skills. Self-starter with ability to successfully interface with all levels of internal management. Accountable for product quality and compliance, including subcontracts, subcontract modifications, ATPs and other subcontract contractual documentation and transactions. Support the issuance of RFPs to prospective subcontractors and perform price analysis. Provide guidance on financial and contractual matters pertaining to subcontracts. Primarily responsible for collecting, documenting, and assembling documentation for subcontract/task order awards and modifications. Maintain SharePoint sites. Attend meetings, training, and respond to data calls as needed. Apply knowledge of FAR/DFAR and Public Law requirements to subcontract terms. May serve as Subject Matter Expert in specific areas of subcontract management. Coordinate with other departments, support strategic initiatives, and effectively communicate information to support on-time delivery success. Report to Subcontracts Manager.
- Operations: Contribute to high volume transactions and high-quality product. Solve urgent operational challenges through root cause analysis. Service Level Agreements and/or Operational Level Agreements may apply. Monitors demand, prioritization, and output to ensure successful delivery of subcontract activities. Escalate concerns to management to reduce and/or eliminate inefficiencies or barriers to successful delivery.

- Bachelor’s Degree Required
- Minimum 6 years of Subcontracting experience in a Federal Government contracting environment
- CPSR experience
- Proficient in Microsoft Office applications – Excel, Word, PowerPoint, SharePoint, Outlook
