This individual provides leadership and direction of the operation, organization, administration and evaluation of the Emergency Medical Services (EMS) Program for the University of Cincinnati Medical Center (UCMC). He/she works collaboratively with Patient Services, Emergency Medicine and other specialty physicians, other UCMC specialty program managers / outreach coordinators / educators, and administrators to coordinate a comprehensive EMS Program including strategic and operational efforts. He/she is accountable for development and implementation of methods to maintain / improve positive relationships with prehospital care EMS providers and agency leaders and to facilitate education, outreach and other activities for both EMS and Center for Emergency Care (CEC) staff to support continuous quality improvement of patient care.

EMS Program Management:

Acts as a liaison between UCMC and local / regional EMS personnel (e.g., fire department, private ambulance and EMS responding law enforcement) and other emergency medical facilities personnel; screening and establishing priorities of noted areas of concern. Leads outreach site visits to EMS agencies to enhance communication between the agencies / personnel and UCMC / UC Health, increase quality of prehospital patient care, build positive relationships, provide operational information, and assess customer satisfaction and needs. Promotes utilization of UCMC and Air Care Mobile Care (ACMC) services to EMS community and community at large. Reviews and reports EMS utilization data for UCMC monthly. Collaborates with UCMC Manager of Emergency Management and internal, local and regional agencies for emergency preparedness, training and drills. Attends and participates in internal meetings related to EMS services involving UCMC/ UC Health (e.g., UC Department of Emergency Medicine Division of EMS, Trauma / STEMI / Stroke response quality assurance / performance improvement reviews, UCMC Emergency Management Committee, and CEC Disaster Committee). Is the primary operational expert and supports the day-to-day use of EMS related technology (e.g., EMS pre-arrival notification and disaster radio systems, EKG transmission technology, and EMS electronic patient medical record technology). Trains staff and supports troubleshooting. Researches and evaluates developments and changes in the EMS field. Observes changes in medical technology, patient care delivery, and other issues and collaborates with CEC and Division of EMS Leadership to evaluate the impact on service delivery in the CEC. Serves as an internal resource relative to EMS operations and prehospital patient care for all UCMC departments. Develops/applies/supports departmental policies and procedures, enforces compliance. Solicits and works with guidance from the Emergency Medicine Division of EMS Director / Associate Director. Carries out duties, routine and / or special projects, reliably and independently or through oversight without direct supervision.

EMS Training and Education Development / Oversight:

Provides oversight of the planning, implementation, and evaluation of EMS related education/training opportunities for UCMC and EMS personnel, with guidance from and in cooperation with other UC Health entities (e.g., Emergency Medicine Division of EMS, Cardiology, Neuroscience, and Trauma). Develops curriculum and educational materials for different levels of learners and different types of training related to prehospital care. Facilitates / collaborates with the Manager of Emergency Management to provide HazMat and other emergency preparedness training for UCMC staff. Assists in the facilitation of EMT/Paramedic/First Responder student clinical experiences in the CEC and coordinates educational experiences in other departments when needed. Facilitates smooth integration with daily CEC operations. Anticipates new educational needs for EMS providers based on changing clinical practice and patient care advancements. Develops offerings to meet these needs. Uses appropriate resources to meet varied needs including facilitation of UCMC experts as speakers.
