Your Specific Responsibilities:

This is a highly responsible position reporting directly to the Division Director, with a focus on the oversight and strategic management of the Health Care Innovation (HCI) Program and multiple advisory councils within the Division of Public Health Statistics and Performance Management (PHSPM). The incumbent serves as the lead for the HCI Program established under Section 381.4015, Florida Statutes, which includes administering the statewide Health Care Innovation Council and directing the $50 million revolving loan program designed to finance scalable health care innovations. This position ensures statutory compliance, supervises council operations, and provides leadership for event planning, stakeholder engagement, and program implementation to advance innovative solutions that improve health care delivery and access across Florida.

This position spends more than 50% of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees; planning and directing work, and establishing operating procedures and quality controls. The incumbent has authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules to ensure proper coverage, and complete time sheets.

The incumbent is responsible for leadership, coordination, and oversight of the HCI Program, including the revolving loan program and Council operations. Duties include supervising the development and execution of application and eligibility processes; directing due diligence and analysis; coordinating Council review; and ensuring compliance with statutory requirements under Section 381.4015, Florida Statutes. The incumbent will oversee Council operations and event planning, ensuring statutory public meeting requirements are met for the HCI Council, the Rare Disease Advisory Council and the Drug Policy Advisory Council. Responsibilities include supervising staff who coordinate agendas, public notices, meeting packets, minutes, travel, audio/visual and hybrid participation (e.g., Microsoft Teams), and post-meeting actions for standing and ad hoc councils, including the Health Care Innovation Council.

The incumbent will engage and build partnerships with other state agencies and statewide economic and small business entities to advance health care innovation and facilitate implementation. This includes working with external stakeholders such as, but not limited to, SelectFlorida, FloridaCommerce, and the Small Business Development Center Network (SDBC) to align health care innovation priorities with statewide economic development and small business initiatives.

The position requires strong analytical and research skills to remain current on emerging technologies, workforce pathways, care delivery models, and interoperability considerations relevant to health care innovation. The incumbent will direct the compilation and analysis of data to evaluate outcomes, document activities, and provide references for decision-making; prepare and present professional materials to leadership, councils, and stakeholders (e.g., annual reports, policy briefs, dashboards, and research summaries); and coordinate communications and technical assistance to applicants and partners.
