We are seeking a Quality Control Manager to join our federal team supporting the Yokosuka Naval Base in Yokosuka, Japan. As one of the global leaders in sustainability and energy efficiency, our dedicated team here helps with the facilities infrastructure for the base with new installations, retrofits, corrective maintenance and service projects, primarily related to the building mechanical systems and building industrial control systems. This is an on-site role which requires the ability to live in country.

Location: Yokosuka Naval Base, Japan (about an hour from Tokyo). Must be able to live in country on a full-time basis.
Salary range: $115,000 - $145,000 base salary. Negotiable based on experience. Living stipend and car allowance are provided also.
Benefits: Eligible for benefits on first day of employment
Vacation: 3 weeks of paid vacation, 5 sick days, 3 floating holidays, and 10 standard holidays per calendar year (6.5 weeks in total)
As a Quality Control Manager, you will be:
- Responsible for the management of the Quality Control functions, including the coordination, supervision and documentation of inspection and testing services for the project(s) assigned
- Responsible for assuring that the quality of the work meets or exceeds the project’s contractual requirements and maintains the standard of excellence established by the customer.
- Works with customer(s) to address and mitigate deficiencies in quality of service, contract scope of work, warranty items, or other related issues
- Manages quality control inspection program to ensure compliance with performance work statement (PWS)
- Participates in the review of design, installation and documentation to ensure that the design and customer’s requirements are met on assigned corrective work orders
- Communicates significant issues or developments identified during quality control activities and provides recommended process improvements to management to drive efficiencies
- Resolves client problems and/or conflicts as it pertains to quality and maintains open communication with the client including providing regular written and oral reports to ensure satisfaction
- Generate reports on work performed and not deficiencies. Provide daily updates and reports for review and submission to the customer
- Complies with all company policies and procedures and adheres to company standards
- Performs other duties as required
Required Qualifications:
- Construction Quality Control (QC) experience, preferably supporting healthcare construction (hospitals, medical centers, etc)
- Qualified to evaluate performance in various trades. Experience supporting mechanical and electrical trades work highly preferred
- Demonstrated planning, problem solving, data analysis, blueprint/schematic reading, organization, inter-personal, and communication skills with proven leadership skills and decision making abilities
- Proficiency with personal computers including a Windows operating environment, Microsoft Office software, and email
- Must be a team player, committed to working in a quality environment.
- The ability to obtain and maintain a Construction Quality Management (CQM) certification (within 3 months of hire)

- The ability to obtain and maintain required security clearances and/or badges for projects supported. (This involves a background/character, criminal history, employment, and credit check.)
Preferred Qualifications:
- Knowledge of the Army Corps of Engineers Construction Quality Control program standards
- Experience working with ICRA (Infection Control Risk Assessment), Dust Control, or other regulations related to supporting active healthcare facilities
- Experience supporting an occupied facility while under renovation.
- Experience in operation and maintenance practices in the building service industry.
- Experience working with HVAC and/or Direct Digital Control (DDC) systems
- Knowledge of BACnet systems

- Construction Quality Management (CQM) certification
