Digital Consultants seeks a Project/Product Manager to support FEMA Artificial Intelligence Support Services. The role focuses on directing complex, high-risk AI engineering initiatives; coordinating multidisciplinary teams and stakeholders; translating FEMA strategic goals and business requirements into actionable product roadmaps and delivery plans; and ensuring secure, production-quality AI solutions are developed, onboarded, deployed, integrated, documented, and sustained across FEMA-approved enterprise cloud and technology platforms.
Duties to include:
- Direct, administer, and evaluate programs, policies, procedures, staff activities, and technical work supporting FEMA AI initiatives across approved cloud, SaaS, PaaS, and enterprise technology environments.
- Manage very complex and/or high-risk programs and initiatives from use-case evaluation and backlog development through design, development, onboarding, deployment, modernization, sustainment, and closeout.
- Direct daily staff and task activities to meet FEMA and corporate objectives; supervise assigned technical and administrative personnel, including subordinate managers when applicable.
- Coordinate work among IT consultants, AI solution architects, AI developers/engineers, senior software engineers, data scientists, cloud engineers, security personnel, product owners, program offices, and other stakeholders.
- Translate FEMA strategic goals, roadmaps, mission needs, customer pain points, and business requirements into future-state architectures, product roadmaps, prioritized backlogs, release plans, and actionable engineering work.
- Establish and conduct required Agile ceremonies, including sprint planning, backlog refinement, daily coordination, demonstrations, reviews, and retrospectives, and maintain JIRA and/or other FEMA-provided project-management toolsets.
- Apply Agile, Scrum, Joint Development Team, and FEMA System/Software Engineering Life Cycle practices to manage workloads, sprint schedules, acceptance criteria, technical dependencies, and product outcomes.
- Assess proposed AI use cases and provide estimates regarding feasibility, complexity, implementation time, solution stacks, cost, resources, risks, and other factors that support FEMA prioritization and onboarding decisions.
- Coordinate resources and stakeholders across FEMA AI platforms and individual solutions, including work performed in Azure, AWS, Google Cloud Platform, Microsoft 365, ServiceNow, customer relationship management platforms, and other FEMA-approved environments.
- Manage and track risks, issues, assumptions, dependencies, and mitigation strategies at both the enterprise-platform and individual-solution levels.
- Assure the quality, completeness, timeliness, and compliance of task products, services, work products, and deliverables through reviews, audits, demonstrations, stakeholder feedback, and acceptance processes.
- Develop, maintain, and communicate integrated schedules, sprint plans, status reports, performance reports, risk and issue registers, product roadmaps, communications plans, and other program-management artifacts.
- Provide clear line-of-sight between platform engineering activities, individual FEMA AI initiatives, project stages, milestones, risks, realized benefits, and future expectations.
- Serve as the primary liaison with FEMA clients, product owners, the Program Manager, COR, technical teams, subcontractors, and stakeholders to coordinate activities, negotiate tasks, resolve problems, and maintain alignment with agency objectives.
- Coordinate and monitor subcontractor activities, staffing, deliverable performance, and compliance with contract and FEMA requirements.
