About the role

Description

The Manpower Analyst (Program Analyst – Senior) provides strategic manpower planning and resource management support for the Air Warfare Division (OPNAV N98) at the Pentagon. This role analyzes Navy aviation manpower requirements, budget planning, and program execution, ensuring alignment with force structure and training needs. The selected candidate will advise senior leadership, conduct detailed manpower assessments, and support POM program management to optimize resource allocation. This position requires a highly experienced DoD manpower analyst with expertise in PPBE, programming, budgeting, and Total Force manpower modeling.


This position is contingent upon contract award. Employment will be subject to TSI securing the contract.


Essential Functions


Manpower Resource Planning & Strategic Analysis

  • Provide strategic manpower analysis and resourcing recommendations to senior leadership.
  • Develop and assess Course of Action (COA) options for balancing aviation manpower needs.
  • Analyze aviation billet structures and manpower changes, ensuring alignment with force planning objectives.
  • Engage with Budget Submitting Offices (BSOs), Resource Sponsors (RS), and other government agencies to optimize manpower allocation.
  • Conduct costing drills, resource efficiency studies, and budget trade-off analysis.


Programming & Budget Execution

  • Support the Program Objective Memorandum (POM) development process for OPNAV N98.
  • Assist in issue development, budget entry, and manpower costing using:
  • Program Budget Information System (PBIS)
  • Intelligent Workbook (IW)
  • Total Force Manpower Management System (TFMMS)
  • Review and analyze aviation manpower programming and budgeting line items for potential risks.
  • Monitor mid-year and end-of-year execution trends, identifying potential funding gaps or reallocation needs.
  • Assist in preparing briefings, issue papers, and congressional responses related to manpower funding and policy decisions.


Operational & Policy Support

  • Provide direct support to OPNAV N98 during high-demand periods, such as POM cycles and manpower reviews.
  • Assist in technical writing of program documentation, including:
  • Point papers
  • Cost analyses
  • Policy guidance documents
  • Plans of Action & Milestones (POA&M)
  • Support Total Force manpower assessments, ensuring alignment with Navy aviation training pipelines.
  • Participate in Integrated Product Teams (IPTs), working groups, and unique advisory boards.
  • Maintain program records, databases, and documentation to ensure manpower planning transparency.

Requirements

 Required Qualifications

  • 10+ years of experience in aviation training resource management, manpower planning, or readiness analysis.
  • 5+ years of experience with PPBE at OPNAV or an equivalent Echelon I level.
  • Expertise in JCIDS processes, aviation training policy development, and fleet integration.
  • Strong ability to conduct data-driven analysis on flight hour requirements, pilot production, and training resource allocation.
  • Operational knowledge of Navy and Marine Corps aviation training pipelines and Fleet Readiness Squadron (FRS) requirements.
  • Active or ability to obtain a SECRET security clearance.


Preferred Qualifications

  • Operational experience in Naval Aviation (USN or USMC) with direct involvement in training or manpower planning.
  • Proficiency in using Navy manpower and budget tools, which includes Program Budget Information System (PBIS), Intelligent Workbook (IW), and Total Force Manpower Management System (TFMMS)
  • Prior work experience with CNATRA, NAVAIR, or OPNAV N98 in a training resource management capacity.
  • Advanced degree in Operations Research, Systems Engineering, Aviation Management, or a related field.
